Introduction
The Maryland Insurance Administration (MIA) is an independent
State agency that regulates Maryland's $46 billion insurance industry and
protects consumers by monitoring and enforcing insurers' and insurance
professionals' compliance with State law. Staff members are subject matter
experts who serve as a resource for lawmakers, consumers, and other public and
private entities.
The MIA is charged with a broad range of responsibilities
including the licensure of insurance carriers and insurance producers
(brokers/agents) operating in Maryland, the conduct of financial examinations
of companies to monitor financial solvency, and the review and approval of
rates and contract forms. The MIA investigates reports of consumer fraud and
consumer complaints about life, health, automobile, homeowners, and/or property
insurance. Insurance carriers are subject to market conduct examinations and
other actions to monitor compliance with Maryland law. The MIA also has a unit
dedicated to consumer education and outreach, which participates in hundreds of
events and reaches thousands of individual consumers annually.

POSITION DUTIES
The
Maryland Insurance Administration is recruiting to fill the role of Chief of
Criminal and Civil Fraud in the Insurance Fraud and Producer Enforcement
Division. This position reports to the Director
of Fraud and Producer Enforcement. The Chief oversees investigative
operations which includes the supervision of staff conducting investigations of
allegations of insurance fraud. This position is responsible for the
implementation of administrative and supervisory procedures and adherence
thereto by the staff while maintaining their own investigative caseloads as
necessary.
The Chief evaluates and assigns referrals for
investigation through the review of submitted and procured documents and other
evidence; and coordinates activities with the Attorney General’s Office,
Special Investigation Units and other law enforcement agencies to determine
criminal/civil insurance fraud events for further investigation consistent with
the Laws of Evidence, Maryland Insurance Article and Division directives and
procedures.
The Chief directs, trains and provides guidance to a team
of Civil Fraud and Criminal Fraud Investigators. This position reviews investigative reports, Orders, applications for statement
of charges, and completes case booklets to document all investigative and
administrative actions undertaken in evaluating and investigating allegations
of insurance fraud.
MINIMUM QUALIFICATIONS
Education: Bachelor’s degree from
an accredited four-year college or university.
Experience: Seven years of experience
conducting investigations into allegations of violations of law, policy, or
procedures; and four (4) years of experience supervising staff involved in
conducting criminal/civil/administrative investigations.
