The Maryland Insurance Administration (MIA) is
an independent State agency that regulates Maryland's $46 billion insurance
industry and protects consumers by monitoring and enforcing insurers' and
insurance professionals' compliance with State law. Through the diligence of a
highly professional staff of market analysts, financial analysts, accountants, lawyers,
law enforcement officers, actuaries, complaint investigators, and others, the
MIA works to facilitate a strong and competitive insurance marketplace where
consumers are well informed and treated fairly. Staff members are subject
matter experts who serve as a resource for lawmakers, consumers, and other
public and private entities.
The MIA is charged with a broad range of
responsibilities including the licensure of insurance carriers and insurance
producers (brokers/agents) operating in Maryland, the conduct of financial
examinations of companies to monitor financial solvency, and the review and
approval of rates and contract forms. The MIA investigates reports of consumer
fraud and consumer complaints about life, health, automobile, homeowners, and/or
property insurance. Insurance carriers are subject to market conduct
examinations and other actions to monitor compliance with Maryland law. The MIA
also has a unit dedicated to consumer education and outreach, which
participates in hundreds of events and reaches thousands of individual
consumers annually.

POSITION DUTIES
The Maryland Insurance Administration is recruiting to fill the
role of Director of Fraud and Producer Enforcement in the Insurance Fraud and
Producer Enforcement Division. This position facilitates the Division’s
investigative operations which includes the oversight of staff conducting investigations
of civil and criminal allegations of insurance fraud and producer violations.
This position is responsible for the implementation of administrative and
supervisory procedures and adherence thereto by the staff while maintaining
their own investigative caseloads as necessary. The Director position reports
to the Associate Commissioner of Fraud and Producer Enforcement.
The Director of Fraud and Producer
Enforcement evaluates and assigns referrals for investigation through the review
of submitted and procured documents and other evidence; and coordinates
activities with the Attorney General’s Office, Special Investigation Units and
other law enforcement agencies to determine criminal/civil insurance fraud
events for further investigation consistent with the Laws of Evidence, Maryland
Insurance Article and Division directives and procedures. This position will
also provide testimony in civil, criminal, or administrative proceedings as
required.
The Director of Fraud and Producer Enforcement ensures that staff adhere to standard procedures and policies of the MIA and the Insurance Fraud and Producer Enforcement Division; and ensures the completion of work product, reporting results, and the operation of the fraud hotline is consistent with Divisional, State and Agency policies and procedures. This position is responsible for the collection of data and performance statistics to include in the preparation of reports submitted on a monthly, quarterly and annual basis consistent with State Law and administrative directives.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited
college or university.
Experience: Eight years of experience investigating insurance fraud or white-collar crimes, of which five (5) years must have involved supervising investigative staff.
Note: Additional experience investigating insurance fraud or
white-collar crimes may substitute on a year-for-year basis for up to four
years of the required education.
