Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities. 

 

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The Maryland Insurance Administration (MIA) is recruiting for the position of Investment Specialist in the Financial Regulation Division.  The Financial Regulation Division is charged with regulating the financial solvency of all insurance companies operating in Maryland.  Under the direction of the  Associate Commissioner or designee, the Investment Specialist researches and provides guidance on complex investment issues, investment products and financial transactions (e.g., derivatives, credit default swaps, etc.); and reviews regulated entities’ investment portfolios, investment policy statements, insurer custodial agreements, affiliated investment management services and agreements, derivative use plans, and investment plans for propriety. The Investment Specialist performs financial analysis and examination work related to investment activities which primarily includes credit risk, market risk, and liquidity risk; researches and provides guidance on investment-related topics; and performs other analysis or examination procedures as required. This position reviews various transactions and activities for troubled companies, identifies significant issues and solvency risk areas, and develops recommended MIA course of action. This position also provides training on investment issues, and performs special projects as assigned by the Associate Commissioner or designee. Some travel within Maryland and out of State is also required.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Finance, Accounting, Business Administration, or related field.

 

Experience: Four years of experience with an investment bank, financial services firm, public accounting firm or similar entity in a role that includes analyzing, evaluating, and making recommendations concerning investment decisions.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have one or more of the following:

  • A Chartered Financial Analyst (CFA), Investment Professional in Insurance Regulation (iPIR), or equivalent designation. 
  • Investment analysis and accounting experience.
  • Experience in a role that includes investment analysis and regulatory compliance.
