Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities. 

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The Maryland Insurance Administration is seeking to hire an Executive Director of Rates and Forms in the Property and Casualty Division (P&C). This position reports directly to the Associate Commissioner of Property and Casualty. The Executive Director will manage the day-to-day operational oversight of the Property and Casualty Rates & Forms staff. This position will supervise the review of rate/rule forms and other filings to make sure that the reviews are performed in accordance with the laws and regulations in a timely manner. The Executive Director assists the Associate Commissioner in the management and administration of the Rates and Forms section of the Property and Casualty Division.

The Executive Director of Rates and Forms serves as the subject matter expert, reviews and provides comments on legislative matters impacting the P&C Unit; and assures timely and quality reviews and responses by the Rates & Forms section on all key projects and initiatives. The incumbent also participates in complaint file committee reviews, Administrative Hearings, and meetings with industry representatives.

The Executive Director of Rates and Forms advises the Associate Commissioner and other members of Senior Staff of the impact of the various filings on Maryland’s Insurance Market and on potential laws and regulations. This position also assists the Associate Commissioner with the research and writing of reports, proposed legislations, regulations, bulletins, advisories, etc. In addition, this position assists with the implementation of new legislation and regulations and ensures that the staff are trained on new and existing regulatory requirements.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in Management, Business Administration, or related field.

Experience:  Seven years of Property & Casualty insurance regulatory experience and three years of direct management/supervisory experience.

Note: Additional Property & Casualty insurance regulatory experience may substitute on a year-for-year basis for up to four years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

  • Knowledge of Maryland’s Insurance Laws, regulations (COMAR) and their application to Rates and Forms.
  • Prior supervisory experience.
  • Excellent written and verbal communications skills.
