Introduction
The
Maryland Insurance Administration (MIA) is an independent State agency that
regulates Maryland’s $46 billion insurance industry and protects consumers by
monitoring and enforcing insurers’ and insurance professionals’ compliance with
State law. Through the diligence of a highly professional staff of market
analysts, financial analysts, accountants, lawyers, law enforcement officers,
actuaries, complaint investigators, and others, the MIA works to facilitate a
strong and competitive insurance marketplace where consumers are well informed
and treated fairly. Staff members are subject matter experts who serve as
a resource for lawmakers, consumers, and other public and private
entities.
The
MIA is charged with a broad range of responsibilities including the licensure
of insurance carriers and insurance producers (brokers/agents) operating in
Maryland, the conduct of financial examinations of companies to monitor
financial solvency, and the review and approval of rates and contract forms.
The MIA investigates reports of consumer fraud and consumer complaints about
life, health, automobile, homeowners, and/or property insurance.
Insurance carriers are subject to market conduct examinations and other actions
to monitor compliance with Maryland law. The MIA also has a unit
dedicated to consumer education and outreach, which participates in hundreds of
events and reaches thousands of individual consumers annually.

LOCATION OF POSITION
POSITION DUTIES
The MIA is seeking to fill an Executive Chief, Market Regulation
position in the Market Regulation and Professional Licensing Division. This
position oversees and manages the operations of the Market Regulation area, which
includes Market Data Analysis, Life & Health Market Conduct, and Property &
Casualty Market Conduct. This position involves the direct supervision of Chief
positions and indirect supervision of Market Conduct Examiners and Market Data
Analysts. The Executive Chief writes or reviews reports, orders, and other
documents related to market conduct actions or market data analyses; and provides
technical advice on the conduct of market conduct actions and application of
Maryland or Federal laws. This position keeps up to date on best practices and
changes to the law; and collects data to monitor status of Market Conduct exams
and investigations, MFR data, and status of actions required by legislative
audits and statutes to ensure that the Division is complying with statutory or
other requirements.
MINIMUM QUALIFICATIONS
Education: Possession of a
Bachelor's Degree from an accredited four-year college or university.
Experience: Eight years of experience in life and health and/or
property and casualty insurance compliance for a regulatory agency or an
insurer, which includes two years of supervisory or management experience.
OR
Note: High school diploma or GED and twelve years of experience in
life and health and/or property and casualty insurance compliance for a
regulatory agency or an insurer, which includes two years of supervisory
or management experience.
DESIRED OR PREFERRED QUALIFICATIONS
* Possession of a Certified
Insurance Examiner (CIE), Accredited Insurance Examiner (AIE), Market Conduct
Management (MCM), Associate Professional in Insurance Regulation (APIR) or
related professional designation.
