Introduction
The Maryland Insurance Administration (MIA) is
an independent State agency that regulates Maryland’s $46 billion insurance
industry and protects consumers by monitoring and enforcing insurers’ and
insurance professionals’ compliance with State law. Staff members are
subject matter experts who serve as a resource for lawmakers, consumers, and
other public and private entities.
The MIA is charged with a broad range of
responsibilities including the licensure of insurance carriers and insurance
producers (brokers/agents) operating in Maryland, the conduct of financial
examinations of companies to monitor financial solvency, and the review and
approval of rates and contract forms. The MIA investigates reports of consumer
fraud and consumer complaints about life, health, automobile, homeowners,
and/or property insurance. Insurance carriers are subject to market
conduct examinations and other actions to monitor compliance with Maryland
law. The MIA also has a unit dedicated to consumer education and
outreach, which participates in hundreds of events and reaches thousands of
individual consumers annually.

Main Purpose of Job
The Maryland Insurance Administration is
recruiting for the position of Associate Commissioner, Property &
Casualty. The Associate Commissioner reports directly to the Maryland
Insurance Commissioner and is the agency’s senior staff subject matter
expert on property & casualty insurance. The responsibilities of
the Associate Commissioner, Property & Casualty include (i) oversight of the day-to-day operation of the
Property & Casualty Division; (ii) monitoring the health of the Maryland
property and casualty market, including the availability and affordability of
insurance; and (iii) engagement at the National Association of Insurance
Commissioners and other national groups on issues that impact Maryland
consumers. The Property & Casualty Division consists of the Consumer Complaints
Unit, which investigates consumer complaints involving issues related to their
property and casualty insurance, and the Rates & Forms Unit which reviews
rate/rule and form filings forms form compliance with Maryland law. The
Associate Commissioner also advises the Maryland Insurance Commissioner on
various consumer and industry-related issues, including regulations and
legislation, and may prepare reports, and testify before, the General Assembly.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree
from an accredited four-year college or university.
Experience: At least 10 years of property and
casualty insurance related governmental or industry regulatory experience,
including at least 5 years of supervisory/management experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Extensive knowledge of Maryland’s property and casualty laws and regulations.
- Prior experience as senior level manager of an insurance company or insurance agency.
- Law Degree (Juris Doctor) strongly preferred.
- Excellent written and verbal communication and organizational skills.
