Main Purpose of Job
POSITION DUTIES
- Provide leadership, coordination, and technical assistance to sub grantees (community colleges, local school systems, community-based organizations, and library systems) to support successful implementation of the WIOA Title II Adult Education and Family Literacy Grant statewide, which funds adult literacy programs providing educational and career transition opportunities for adults seeking their high school diploma and English Language Acquisition.
- Provide direction and leadership to sub grantees across Maryland in developing and implementing program enhancement and improvement to meet state performance goals.
- Manage program and fiscal responsibility for adult education grants.
- Contribute to professional development
planning and delivery for the state office and to support local adult education staff and instructors. - Contribute to the goals and objectives of Adult Education and Literacy Services, the Division, and the Department.
MINIMUM QUALIFICATIONS
Education: A Master’s degree from an accredited college or university.
Experience: Four years of teaching or administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity and consultation directed to developing management policies and general business in or affiliated with an education program.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university and
completion of 36 credit hours at an accredited college or university for the required education.
2. Candidates may substitute six years of teaching or performing administrative staff work requiring regular use of independent judgment, analysis, evaluation, creativity and consultation directed to developing management policies and general business in or affiliated with an education program for the required education.
3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university for one year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

Leave Benefits
Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.

Retirement Benefits
Maryland State employees are eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. Student Loan Forgiveness
Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.

Free Mass Transit Benefit
Permanent State employees are entitled to use the Baltimore Light Rail, the Baltimore Metro Subway, the Baltimore Bus Service (Local Bus Service and Express Bus Service), as well as the following Baltimore Region Commuter Bus Routes:
There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening, including weekends. The Free Mass Transit Benefit does not include MARC trains, commuter buses that serve Washington, D.C., or any special event buses.
