Main Purpose of Job
The main purpose of the Webmaster position for the Maryland Workers' Compensation Commission is to manage and maintain the agency's digital presence, including its website and SharePoint online system. This role is crucial in supporting the Commission's mission to secure equitable and timely administration of workers' compensation law.
The Webmaster will be responsible for:
Ensuring the website and SharePoint system are up-to-date, functional, and user-friendly
Implementing and maintaining web security measures
Optimizing the online platforms for efficient information dissemination
Enhancing user experience for injured workers, employers, and other stakeholders
By effectively managing these digital platforms, the Webmaster will contribute to the Commission's vision of empowering injured workers and employers to create an equitable partnership for prompt and fair resolution of workers' compensation matters. This role is essential in facilitating efficient communication, streamlining processes, and improving accessibility to critical information and services provided by the Maryland Workers' Compensation Commission.
POSITION DUTIES
• Design, develop, implement, and maintain the agency's website
• Create and update web pages using appropriate web development languages and tools
• Ensure compliance with State and industry standards for web design
• Oversee and maintain the agency's SharePoint online system
• Implement and manage SharePoint features to improve collaboration and workflow
• Approve and manage website content, including blogs, articles, and digital resources
• Ensure content is up-to-date, relevant, and aligned with the agency's mission
• Remove outdated content and broken links
• Diagnose and correct problems that arise on the website
• Provide technical support to agency staff on web-related issues
• Optimize web architecture for navigability and performance
MINIMUM QUALIFICATIONS
Experience: Two years of experience, six months of experience in web page design, development and programming and an additional eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems.
Notes:
1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals for the additional eighteen months of the required experience.
2. Candidates may substitute additional experience in web page design, development and programming on a year-for-year basis for a high school education.
3. Candidates may substitute the possession of an Associate of Arts from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming and six months of experience in web page design, development and programming for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.
SELECTIVE QUALIFICATIONS
The following is a required qualification. Candidates MUST possess the following:
Six months of experience using SharePoint, HTML5, CSS3, and JavaScript for web page design and development.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications
Basic understanding of database concepts and experience with Structured Query Language. Basic understanding of user interface and user experience design principles.
LIMITATIONS ON SELECTION
This is an internal recruitment for current employees of the Workers' Compensation Commission.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland
