Main Purpose of Job

The primary purpose of this full-time contractual Statistician position is to support Maryland's Money Follows the Person (MFP) program by leading projects related to statistical research and data analysis of the Home and Community Based Services (HCBS) Quality Measure Set. The Statistician must use valid statistical methodology to calculate statistically significant samples based on relevant confidence level and margin of error. Additionally, this position will be responsible for determining performance metrics using available data sets. This position is responsible for forecasting, drafting comprehensive reports, and presentations, overseeing contractor dissemination of surveys mandated by Centers for Medicare & Medicaid Services (CMS), and interpreting results of statistical chart trends to identify patterns and create standard tabulations and reports. This position will also collaborate with other departments and senior staff to devise, develop, and assess the most efficient methods for implementing routine forecast qualitative and quantitative transition data to achieve desired outcomes.

This position plays a key role in supporting quality assurance efforts within the MFP program. Under the direction of the Health Policy Analyst (HPA) - Advanced, this position will apply quality methodologies such as PDSA (Plan-Do-Study-Act) and DMAIC (Define-Measure-Analyze-Improve-Control) to ensure the integrity and effectiveness of data used in quality improvement initiatives. The role involves analyzing data from the Transformed Medicaid Statistical Information System (T-MSIS) and other relevant sources to identify trends and measure the effectiveness of strategies aimed at enhancing care quality within Maryland’s Medicaid HCBS programs. This includes developing statistical models to predict outcomes and ensuring that data analysis processes meet high standards of accuracy and reliability. 

The Statistician will collaborate closely with the Health Policy Analyst - Advanced to refine data collection protocols, develop performance metrics, and ensure compliance with CMS regulations. This role also involves attending stakeholder meetings, internal program meetings, and committee discussions on policy changes, where the Statistician will provide input on data quality assurance, emerging trends, and the impact of statistical findings on program outcomes.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree from an accredited college or university with a minimum of nine credit hours, or the equivalent graduate credit hours in research methodology, theoretical or applied statistics or measurement theory.

Experience: One year of experience in statistical research after the possession of the Master’s degree.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer specialty codes in the Statistics field of work on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience with statistics, data science, public health, or a related field 
  • Experience with statistical software tools such as SAS, SPSS, or R 
  • Experience creating reports and analyzing data trends 
  • Experience applying quality improvement methodologies to support program goals and compliance

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
