Main Purpose of Job
The Budget Analyst prepares the budget request in accordance with the guidelines and
other information that become available subsequent to the issuance of the guidelines, (i.e.
inflation adjustments, changes in cost or allowance levels, CPS adjustments, deficiency
appropriations, etc.), as directed by the Supervisor, Budget Management Director or Deputy
Director.
POSITION DUTIES
Assist the Social Services Administration (SSA) in the preparation of an annual budget request that is consistent with its goals and program objectives, in accordance with budget instructions and established time frames.
Provide assistance and direction in the technical operation, retrieval and preparation of the computerized data files, printed copies of the numerical request and the corresponding budget justification notes.
Prepare quantitative portions of budget requests, including experience-based items, formula driven costs, caseload driven costs, and inflation adjustments for same.
MINIMUM QUALIFICATIONS
Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.
Experience: Four years of experience in budget
preparation, presentation and execution.
Notes:
1. Candidates may
substitute the possession of a Bachelor’s degree from an accredited college or university for the
required experience.
2. Candidates may
substitute U.S. Armed Forces military service experience as a commissioned
officer in the Budget Officer classifications or Financial Management specialty
codes in the Budgeting field of work on a year-for-year basis for the required
experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Six months of experience monitoring the Department of Human Services (DHS) Budgets.
Six months of experience using Financial Management Information System (FMIS) and Budget Analysis and Reporting System (BARS).
Six months of experience using Excel, Word, and Google Docs and Sheets.
Six months of experience in the State of Maryland government.
LIMITATIONS ON SELECTION
This recruitment is limited to current employees of the Office of Budget and Finance at the Department of Human Services.
