Introduction

The Maryland Department of Labor, (MD Labor), Division of Unemployment Insurance is accepting applications from qualified candidates for the position of UI Professional II. This recruitment will be used to fill current and future vacancies. The resulting eligible list will be maintained for one year after the closing date of the announcement.

Main Purpose of Job

This position provides assistance to special unemployment programs that support the Maryland Division of Unemployment Insurance (DUI) on a daily basis. This ensure prompt information and processing of crucial benefit payments for UI claimants impacted by foreign trade and unemployment. Employees in this classification will primarily be focused on providing high-quality customer service to individuals applying for unemployment insurance benefits.

POSITION DUTIES

  • Conduct separation and non-separation fact finding interviews to obtain information from claimants, employers, and others to determine entitlement to Unemployment Insurance benefits.
  • Document and summarize pertinent supporting information.
  • Determine whether a disqualification is warranted in accordance with the Annotated Unemployment Insurance Law of Maryland, Code of Maryland Regulations and Unemployment Insurance Directives and the penalty to be imposed, if appropriate.
  • Render timely and quality determinations to claimants and employers, based on the information obtained, citing the legal basis for the determination.
  • Sep/Non-separation Adjudication Determination Quantity: 36-49 adjudication cases in a 40-hour work week.
  • Sep/Non-separation Adjudication Determination Quality: 70-89% passing rate.
  • Sep/Non-separation Adjudication Determination Timeliness: 75-90% promptness based on 21-day promptness or 4-day turnaround time, whichever due date comes first.
  • Review claims to minimize improper payments and prevent fraud.
  • Detect, investigate, and resolve issues involving fraudulent claims for benefits and associated overpayments.
  • Explain and informally interpret laws governing unemployment insurance to employers, claimants, and the public in a professional and courteous manner via telephone regarding such issues as general eligibility, appeal requests and procedures, severance and holiday pay, return to work confirmation and other issues.
  • Obtain work and wage information from claimants and employers to establish an accurate work history and earnings record.
  • May provide technical advice and assist in training less experienced personnel in Claim and Adjudication Centers.
  • Participate in projects, as assigned, to ensure flexibility and adaptability, to meet the changing needs of the agency; and
  • Maintain claimant/employer written correspondence by filing and shredding, as needed.
  • May perform the full range of job duties of UI Professional I.

MINIMUM QUALIFICATIONS

Experience: Four years and six months to five years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and six months to one year of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs for the required experience.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • (1) year of experience processing unemployment insurance claims.
  • (1) year of experience in benefits adjudication and/or Beacon processes, applying and interpreting departmental policies, state laws, rules and regulations in order to render a determination. 
  • Customer service experience.
  • Detail-oriented and effective organization skills. 
  • Able to write clear, concise and comprehensive documentation.

    LIMITATIONS ON SELECTION

    This recruitment is limited to current employees of Maryland Department of Labor.

    SPECIAL REQUIREMENTS

    Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment.

    All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
