Main Purpose of Job

The primary responsibility of this position is to coordinate all efforts related to health benefits, leave issues, Reasonable Accommodation requests, FMLA, State Medical Doctor referrals, and retirement, as well as to ensure compliance with all laws, regulations, and mandates governing the use of those benefits. This position is responsible for a wide range of general personnel activities, including analyzing, interpreting, and evaluating data to ensure compliance with the State of Maryland's Health Benefits Policy and Guidelines, Leave Bank membership/withdrawal, Employee-to-Employee leave donations, ADA Accommodations, and State Medical Director referrals.

POSITION DUTIES

  • Analyzes, interprets, and evaluates data to ensure compliance with the State of Maryland's policy and rules governing health benefits. Leave Bank membership and withdrawal, employee-to-employee leave donations, ADA accommodations, referrals from the State Medical Director, and parental leave.
  • Responds to queries about service/disability retirement from employees applying for retirement; provides employees with the necessary retirement forms to begin the retirement process. 
  • Examines all forms for accuracy, then sign off and notarize retirement forms for Maryland State Retirement. Counsel families on the death of an employee.
  • Analyzes FMLA, ADA Accommodations, and Leave Bank requests to establish a suitable outcome.
  • Provides advice and guidance to employees, supervisors, program managers, and agency leaders on FMLA, accommodations, and leave issues.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of general clerical or administrative support experience, at least six months must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules, and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of experience creating presentations with computer tools such as Microsoft Word, Excel, and PowerPoint.

One year of experience using Workday or other HRIS system to handle personnel transactions.

One year of experience developing and maintaining data collecting systems.

Limited to current Maryland State Government employees.

SELECTION PROCESS

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least twelve (12) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
  • Positions may be eligible for telework.
