Main Purpose of Job

The main purpose of this position is to assist the HR Director in executing a broad range of day-to-day personnel generalist related functions at a 24/7 psychiatric facility. These full performance duties involve functioning as an independent associate under the general supervision of a HR Officer and/or the HR Director. This position is responsible for coordinating the consistent and on-going hiring of various classifications to provide minimum staffing coverage for 16 in-patient care units and to provide support to the Support Services side of the house. This position also will coordinate the Summer Student Program and Youth Works Initiative (through Baltimore City). This position independently works with supervisors to provide data collection to DBM, MDH, MHA, and various other customers to comply with State reporting guidelines, COMAR regulations, Joint Commission accreditation, etc. This position functions as a confidential employee, and as such, is required to provide courteous and confidential customer services related to all aspects of knowledge gained from the position held within the HR Department.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six months of general clerical or administrative support experience, at least three months must have been paraprofessional personnel experience involving the application of personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience working in an HR setting and utilizing MS Office Suite (Excel, Word) and Google Workspace at the proficient level.
