Introduction

The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Gaming in Maryland is a dynamic and growing business that operates around the clock, 365 days of the year.

Main Purpose of Job

The employee will be a versatile and adaptable team member who provides critical support across various groups within the Facilities Department to ensure seamless operations and project success. This role involves moving between key areas, including, but not limited to:

• Point of Sales Warehouse: Assisting with receiving, storing, and distributing inventory for delivery to retailers by District Managers.

• Instant Tickets Distribution Warehouse: Processing orders generated by SciTrak and Tel-Sell to resupply retailers’ Instant Games inventories.

• Support Services: Providing assistance with tasks or projects as needed, depending on organizational priorities. 

The Special Project Associate is often assigned to address specific initiatives, cover staffing gaps, and contribute expertise to high-priority or time-sensitive projects. This position plays a vital role in maintaining operational efficiency and ensuring the success of organizational goals.

POSITION DUTIES

1. Warehouse Receiving: 
• Receive, store, and distribute inventory from vendors and suppliers to go to state retailers.
• Maintain accurate records of inventory transactions and shipments. 
•  Assist in maintaining, inventorying, and securing all items and materials stored in the Sales/POS Warehouse area.
• Assist with the monthly reconciliation of inventory, ensuring compliance with agency requirements.
• Operate battery forklifts, pallet jacks, and warehouse equipment in a safe manner.
• Assist other departments with Agency special projects.

2. Order Processing & Fulfillment: 
• Pack instant ticket orders generated through the SciTrak system for retailers.
•  Review manifest of orders processed by UPS or other parcel shipping company to account for all orders packed and shipped.
• Pull and process manual orders for retailers as needed.
• Transfer packs of the games required onto the system’s conveyor belt for current orders, as displayed on the SciTrak system screen.
•  Process refused and returned orders brought in by District Managers from retailer network via the SciTrak terminal.
•  Organize warehouse inventory and rotate stock to accommodate new game shipments. On a  monthly basis, inventory shipping materials for the primary Scratch Ticket supplier.
• Respond to calls from district managers and retailers regarding shipment or inventory issues.
•  Prepare excess instant ticket stock for both onsite and offsite shredding.

3. Support Services & Special Projects: 
•  Responsible for performing operation of Support Services Department that include courier service, supply issuance, receiving supplies, and other materials of operation.  
•  Responsible for movement of State property and inventory.
• Assist the Agency’s Fleet Manager with administrative duties as assigned, handle the care and maintenance of the agency’s 95 vehicles.
• Conduct periodic physical inventory of furniture, office equipment, and state property.
• . Provide guidance to facility janitorial and maintenance services
•  Assist with administrative duties as assigned to support agency functions.

All other duties assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

- Administrative work experience.

- Forklift operator experience
- Inventory Control experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned.
