Main Purpose of Job

The Policy Trainer will design and implement FIA training material for new and tenured employees and provide program, system and policy training that meet the needs of the organization. The Policy Trainer will report to the Director of Training within the Family Investment Administration’s Office of Programs, Office of Policy and Training. The Policy Trainer will assist in conducting organization-wide training needs assessments to identify skills and/or knowledge gaps that require strategic intervention. The incumbent will create, prepare and maintain educational aides and training material. This position collaborates with Policy Analysts in the Office of Nutrition Assistance Program (ONAP), Office of Cash Programs (OCP), Office of Medical Eligibility Programs (OMEP), staff in the Bureau of Quality Control, and Bureau of Systems Modernization and Information Analysis to develop tools to assess instructional effectiveness and determine the impact of training on employee skills and key performance indicators. The Policy Trainer will maintain updated FIA program curriculum, training material and host train-the-trainer sessions for statewide staff providing training within their region or locality. The incumbent will have experience in completing a full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate) as well as adequate knowledge of learning management systems and web delivery tools. Travel throughout the state and overnight stays are to be expected. 

POSITION DUTIES

  • Delivers statewide training for DHS employees, key stakeholders and vendors to provide program, system and policy instruction that meets the needs of the organization. 
  • Develops, writes, and prepares Family Investment Administration (FIA) program training material. 
  • Participates in creating needs assessment surveys to design, develop and deliver training on new or existing programs and procedures.

  • Participates in system design workgroups and projects and user acceptance testing.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
  • One year of experience working in a Family Investment program.
  • One year of experience using computer software such as Microsoft Word and Excel or Google Docs and Sheets.
  • One year of experience creating slideshows using software such as Microsoft PowerPoint or Google Slides.
  • One year of supervisory experience.

If you are in State service and are a promotional candidate, your salary will be determined in accordance with State of Maryland guidelines.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
