Main Purpose of Job

Assisting local department Title IV-E liaisons, central and local office staff on a variety of Title IV-E and other Federal Funding issues, monitoring and approving Foster Care, Adoptions and Guardianship Assistance expenditures, coordinating data from various sources to meet Federal reimbursement and reporting requirements needed to receive Federal Funds for child welfare services, and recommending and implementing initiatives to maximize Federal Funds. This is a highly proficient level position, which requires the ability to work independently and supervise as well as have a thorough knowledge of State and Federal regulations to ensure that maximum allowable federal fund reimbursement is received for the delivery of child welfare services. This position is integral to achieve Social Services Administration’s mission to maximize federal funding by providing leadership in fiscal matters and empowering the central office, local departments of Social Services and other community partners to deliver the most effective and efficient services to our population. 

This position requires the incumbent to travel to local departments in the Eastern Shore Region. 

POSITION DUTIES

  • Plans, coordinates, supervises, and evaluates the work of the assigned DHS/SSA/Title IV-E Specialist that is responsible for completing compliance determinations for Title IV-E Foster Care, Kinship Care, Subsidized Adoption, and Guardianship Assistance programs. 
  • Monitors and evaluates productivity tracking of assigned specialist workload, establishing minimum productivity goals, and evaluating accuracy of work assignments. 
  • Monitors program performance and outcome data that measure Local Department of Social Services (LDSS), and IV-E Specialists to ensure compliance with federal and state regulations by conducting on-site review of Title IV-E case records for record accuracy and evaluation for program effectiveness. 
  • Conducts weekly and/or monthly site visits and consultations with each assigned IV-E Specialist to review productivity, accuracy, and provides supervisory approval of Title IV-E determinations.

MINIMUM QUALIFICATIONS

Experience: Eight years of experience, four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations for the required experience.

2. Candidates may substitute graduate level education at an accredited college or university in a human services related field at the rate of 30 credit hours per year for up to six years of the required experience.

3. Candidates may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

One year of supervisory experience.

One year of experience using Microsoft Office Suite (Word, Excel,. Access, and/or PowerPoint), Adobe, and/or Google (Gmail, Docs, Sheets, Calendar, Smartsheet, etc.).

One year of experience using any of the following: Client Information System (CIS), Child, Juvenile and Adult Management System (CJAMS), Eligibility & Enrollment (E&E), and/or BEACON 2.0.

One year of experience in a Human Services Program interpreting federal and state regulations, laws, and policies.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least twelve (12) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
