Located on 560 scenic acres along the Patuxent River in Calvert County, Maryland, JPPM is home to over 65 archaeological sites, more than 30 historic buildings and structures, and the Maryland Archaeological Conservation Laboratory. Main Purpose of Job

To assist the Director of Facilities in administrating and directing the Facility Maintenance Sub-Program for all grounds, buildings, vehicles, equipment, HVAC, central plant operations, maintenance, and security at Jefferson Patterson Park and Museum. This position will provide facility-wide support in all areas mentioned above to allow the JPPM staff an adequate and safe working environment in which to meet the mission ofMDP and JPPM. The focus is developing standards for the work of the maintenance staff; procedures for standard processes; staff schedules for the maintenance team; ensuring work tasks are completed by Maintenance staff to the establish standards; providing administrative support to the Director of Facilities to include procurement, incident reporting, and site monitoring; and assisting in developing, procuring, and providing operational and safety training to both maintenance staff and JPPM staff. In order to undertake this responsibility, this position supervises a staff of four permanent employees. This position is responsible for the direct management, hiring, training, scheduling, and supervision of that staff.

POSITION DUTIES

Facility Management
1) Manage the workload and operations of the JPPM maintenance team by producing staff schedules, work plans, and operational procedures.
2) Supervise the operations of the JPPM maintenance team by overseeing workload and ensuring that jobs are completed to the standards prescribed or to the requirements of the workplans provided.
3) Assume the role of Hiring Manager when JPPM maintenance team positions become vacant.
4) Develop necessary onboarding, professional development, and safety training for the JPPM maintenance staff.
 5) Regularly inspect JPPM Facilities workshops and storage to ensure a safe, sanitary, secure, and organized work environment.
6) Assist in the development of long-range plans for the maintenance of the facility.
7) Review and track assigned aspects of the Facilities budget.
8) Prepare requisitions for facility management activities.
9) Identify, develop, and administer systems to fulfill state maintenance and operations record-keeping requirements.
10) Prepare and present reports on facility management activities.
11) Assist in monitoring energy consumption and maintenance activities to increase economy and efficiency of the facility and maintenance activities.
12) Supervise the physical security of the facility.
13) Supervise the overall vehicle and equipment maintenance.
14) Maintain the facilities Asbestos Management Plan. Develop and maintain safety and OSHA/MOSH compliance standards for facilities management including asbestos and lead.
15) Assure that all aspects of building and mechanical systems operation and maintenance are performed including, but not limited to, maintenance of all fire sprinkler and security systems; hydraulic lifting device maintenance; chairlift/elevator maintenance; and coordinating inspection and testing of chairlifts/elevators, boilers, compressors, fire sprinkling systems and alarms, security systems, fire extinguishers, underground tanks, potable water systems and electrical systems.
16) Assures that central plant operations, sanitary system operations, HVAC systems, underground fuel/water storage service and monitoring, computerized electromechanical controls are maintained in a safe and working condition.

Tool and Equipment Maintenance Management
1) Develop and implement a long-range preventive maintenance program.
2) Conduct, supervise, and review the preventive maintenance program.
3) Undertake general and spot inspections on the conditions of equipment and tools used by the JPPM Facilities staff.
4) Prepare and present detailed reports on the preventive maintenance program.
5) Ensure that applicable safety rules and regulations are adhered to.
6) Train personnel in the use of tools, tractors, equipment and procedures commonly used in the performance of preventive maintenance.
7) Develop and implement a long-range plan for tool and equipment replacement.
8) Provide procurement support for the purchasing of required tools and maintenance of equipment.

Building Maintenance
1) Direct maintenance staff to ensure buildings at JPPM are clean, safe, and sanitary by developing the necessary standards and procedures for each process required and assessing the implementation of those standards.
2) Develop, maintain, and implement a regular and preventative building maintenance schedule in coordination with the Director of Facilities.

Health and Safety Training and Response
1) Complete and maintain certification as a first responder, serve as first point of contact in the event of injury to a visitor, staff member, or volunteer.
2) With the help of other trained staff, serve as Blackpowder Safety Officer on those occasions when historical demonstrations and events include the use of cannons and black powder firearms.

Signage and Exhibit Support
1) Produces and repairs JPPM signage as directed and approved by the Director of Facilities, the Assistant Director, and/or the Executive Director
2) Helps to produce and repair on or off-site JPPM exhibits as approved by the Director of Facilities, the Assistant Director, and/or the Executive Director.
3) Assists with the transportation, installation, and disassembling of exhibits.

Other Facilities Maintenance Duties as Assigned
1) Emergency essential personnel for facility emergencies and closings.
2) Serve as an on-call for fire and security alarm systems.
3) Assist in the planning and support for special events.
4) Coordinate the logistical support of other sub-programs to assist their meeting the goals of MDP.
5) Serve as the Property Accountable Officer for several areas of the park and museum. At regular intervals participate in the inventory process, account for equipment, tools, and supplies, and ensure they are in their proper place.

Emergency/Disaster Support
1) Work with the Executive Director, Assistant Director, and Director of Facilities to ensure the preparedness of the site for any natural or man-made disasters by working on updates to the JPPM Emergency Management Plan and coordinating with local emergency services to ensure their familiarity with the site and JPPMs familiarity with operations. After natural disasters, meet with federal and state officials as part of a team to discuss the impact of the "event" on park operations.
2) Lead and direct JPPM staff during disaster recovery operations on site based on guidance from the Director of Facilities, Assistant Director, and/or Executive Director.
3) Ensure that all park staff maintain and report the hours worked during the recovery phase of a disaster event.
4) With the Director of Facilities, apply for reimbursement of costs and labor expended as part of recovery and clean-up effort after disasters and emergencies.

MINIMUM QUALIFICATIONS

Education:   Eighth grade.

Experience: Five years of experience in the building maintenence or building construction trades including four years of experience assigning, reviewing and approving the work of other building maintenance or building construction workers.

Note: Candidates may substitute U.S. Armed Forces military experience at a rank of Corporal/Petty Officer or higher, as a non-commissioned officer in utilities classifications or mechanical maintenance management specialty codes in utility systems repair, on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

- Experience in supporting private or public event planning, management, or execution that includes customer or stakeholder engagement.

- One year of experience in a museum environment. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
