Main Purpose of Job

The position is the full performance level of work in the procurement of equipment, services, supplies, information technology and other needs which must be obtained in compliance with COMAR Title 21; the full performance level of technical and administrative work management of physical inventory and coordination of the disposal of surplus property in accordance with DGS Inventory standards; this position will learn to act as the liaison for the Governor's Office of Small, Minority, and Women's Business Affairs, including outreach, compliance, and reporting in accordance with established procedures.

POSITION DUTIES

Procurement:
Develops contract specifications in accordance with State procurement procedures, for the procurement of all necessary services, supplies, equipment, and commodities; Manages the advertisement of procurement opportunities, distributes specifications to vendors, conducts site visits; conducts vendor conferences, receives and secures bid or proposals, oversees the evaluation process and contract award; Negotiates the most favorable prices, terms and conditions for noncompetitive sole source and emergency procurements; Researches materials and provides testimony regarding Board of Public Works items and prepare documents for BPW contract approval; Evaluates contractor’s performance against terms and conditions of contracts and recommends corrective actions, such as the application of damages, withholding of payment or termination of contract.

Inventory Management:
Identifies Capital and Non-Capital equipment during the procurement stage to add to the agency inventory; add inventory to FAS; prepare and keep property records; complete and prepare physical inventories; reconcile inventory records; coordinates the disposition of surplus state property; assists in the reporting of missing and stolen property; assists in the preparation of inventory reports. 

Learns to act as the liaison for the Governor's Office of Small, Minority, and Women's Business affairs:
Organize and report outreach activities, plan procurement to meet or exceed statewide goals; ensure compliance in socio-economic procurements; prepare and submit quarterly and annual reports as required to GOSBA, DBM, DGS, and BPW.

This position may be responsible for other duties as assigned.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to two years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.  

DESIRED OR PREFERRED QUALIFICATIONS

-Certified Maryland Procurement Associate or Procurement Officer. 

-Experience as a liaison with any of the following Maryland State Programs: SBR, MBE, VSBE.

-Experience with supplies or equipment inventory management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
