As part of our continuous efforts to optimize performance
and drive success the Natural Resource Planner I is eligible for an annual
promotion. The incumbent may advance to a higher grade within the
classification series, based on satisfactory work performance.
Progressive grade levels include:
Natural Resource Planner II – Grade 15 ($57,275.00-$92,108.00 Yearly)
Natural Resource Planner III – Grade 16 ($60,987.00-$98,313.00

Main Purpose of Job
The
Natural Resources Planner I is an entry-level position. The Water Supply
Planning and Compliance Division manages compliance efforts required by other divisions
in the Water Supply Program (WSP). The incumbent in this position responsibilities
include, but are not limited to, ensuring compliance with conditions of Maryland
Water Appropriation Permits, state law pertaining to the testing for lead in
schools, and provisions of the Safe Drinking Systems Water Act (SDWA) violations,
as well as resolution of Significant Deficiencies, and enforcement related to
the Board of Waterworks and Waste Systems Operators and the Board of Well
Drillers. This is a technical role that will involve reviewing and commenting
on Corrective Action Plans and proposing technical and regulatory solutions to
compliance issues with persistent and/or difficult to resolve violations. The incumbent will coordinate with other
divisions in WSP and work directly with a variety of stakeholders, including
water systems operators, well drillers, farmers, and engineering firms.

MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.
Experience: None.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference
will be given to applicants who possess the following preferred
qualification(s). Include clear and specific information on your application

- Experience with Microsoft Office Word and Excel.
- Demonstrate effective writing skills when preparing technical documents and professional email correspondence.
- Demonstrate exceptional customer skills communicating when responding to permit and compliance inquiries and preparing public documents or notices.
- Knowledge of State and federal laws and regulations applicable to the areas of the Safe Drinking Water Act (SDWA) and Public Water Systems (PWS).
- Knowledge of Maryland Water Appropriation Permit conditions ensuring water withdrawal compliance.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).
ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.
SICK LEAVE – fifteen (15) days of accumulated sick leave per year.
PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
