Main Purpose of Job

The primary purpose of this full-time contractual position is to establish, maintain, and oversee a comprehensive grievance system guided by written policies and procedures. This system ensures that grievances are appropriately filed and accessible to individuals with disabilities and those with Limited English Proficiency (LEP). Key responsibilities include accepting grievances and requests for extensions from beneficiaries, providing clear information on their rights under the grievance system and the process for filing grievances, and ensuring all communications are accessible to individuals with disabilities and LEP. This position will also review grievance resolutions that beneficiaries find unsatisfactory, ensuring that decisions are impartial, made by individuals with appropriate expertise, and not influenced by anyone previously involved in the issue. Additionally, this position requires a thorough evaluation of all information submitted by the beneficiary to ensure fair and informed decisions.
 
This position operates in a hybrid manner, meaning job duties will be performed both remotely and on-site unless otherwise directed by the appointing authority.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.

2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience with Medicaid Home and Community Based Waiver and State Plan programs.
  • Experience with grievances and a multidisciplinary unit in determining appropriateness of potential adverse actions.
  • Experience reviewing medical documentation for rendering determinations of appropriateness, triaging expressions of dissatisfaction from constituents (grievances) and working as part of a multidisciplinary team/unit.
  • Experience developing and implementing standard operating procedures, policies and regulations. 
  • Experience with data management systems for the purpose of tracking, trending, and monitoring to ​make recommendations to leadership.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
