The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES
The main purpose of this position is to supervise and
manage investigative staff and review background investigations to
determine if applicants meet DPSCS hiring guidelines.
- Reviews incoming Personal History Statements (PHS), background information and any additional documents to determine eligibility for hire.
- Monitors cases assigned to unit to ensure compliance with delivery due dates and tracks submission of investigative leads and assigns cases to investigators as established by Federal, State, and DPSCS guidelines.
- Assigns each PHS to an Investigator to conduct the background Investigation within 48 hours of receipt and completes a credit check through Equifax of each Applicant to be placed in their file, upon notification to the Investigator.
- Manages database of background tracking and results to ensure that HR staff, candidates, and hiring managers are aware of background statuses.
- Acts as agency subject matter expert regarding employee eligibility criteria as determined by Code of Maryland Regulations (COMAR) and other applicable laws and policies.
- Develops policies and standard operating procedures for unit to ensure consistency and accuracy of background reporting and processes.
- Supervises Investigative Staff and coordinates meetings to provide training and guidance, and to ensure uniformity and timely closure of investigations within the 45-day standard and provides updates to the Assistant Manager for investigations that exceed this standard.
- Provides training of all new Investigators on DPSCS background procedures and ensures all achieve certification in the databases that are used daily.
- Monitors team performance by reviewing background investigations for uniformity.
- Reviews polygraph reports daily, places them in the Applicant’s file and makes notification to the Investigator assigned to the background investigation.
- Ensures background investigators are communicating effectively with HR staff, hiring managers, and DPSCS employees to ensure timeliness and thoroughness of investigations.
- Acts as a Liaison to outside agencies and departments within DPSCS.
- Attends job and career fairs as needed to assist with recruiting efforts and background processes.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession
of a high school equivalency certificate.
Experience: Four years of administrative staff or professional
work.
Notes:
1. Candidates may substitute 30 college credit hours from an
accredited college or university for each year up to four years of the required
experience.
2. Candidates may substitute the possession of a Bachelor's degree
from an accredited college or university for the required experience.
3. Candidates may substitute the possession of a Master's degree
from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service
experience as a commissioned officer involving staff work related to the
administration of rules, regulations, policy, procedures and processes, or
overseeing or coordinating unit operations or functioning as a staff assistant
to a higher ranking commissioned officer on a year-for- year basis for the
required experience.
