POSITION DUTIES
- Reviews and assigns referrals to the Specialist or Coordinator(s), Program Integrity or other Departments and ensures the 180M Task Order Contract for Maryland’s centralized child care and payment processing model sustains program integrity checks.
- Coordinates with the Child Care Scholarship Branch to support or enforce program integrity processes and assists other branches and the Division of Early Childhood with investigations.
- Provides program integrity responses for all internal and external audit requirements.
- Supports the Division with federal Office of Child Care Program Integrity Monitoring/Audit requirements and assigns and approves program integrity reports.
- Confers with vendors to complete overpayment agreements/calculations or to obtain or receive other technical support related to program integrity or fraud.
- Receives cases of suspected Child Care Scholarship fraud perpetrated by applicants, customers, child care providers, employees, and others and reviews management referrals to improve the timely resolution of fraud cases.
- Establishes, maintains an investigative network and confers with representatives from MSDE Administrations, Department of Human Services, Social Security Administration, U.S. Department of Agriculture, State’s Attorney Offices, Attorney General’s Office, Internal Revenue Service, public and private schools, State and local Police and Sheriff’s Departments, citizen groups, etc.
- Plans, organizes, and conducts on–site evaluations of information to make determinations of fraud, misrepresentation and misconduct.
- Reviews customer payment data, applying knowledge of criminal law and Department program policies to establish violations of criminal statutes, Intentional Program Violations, federal regulations and State rules and policies.
- Completes statistical and analytical reports for distribution to administrative authorities involved in prosecutions and administrative actions related to eligibility.
- Complete summons (civil and criminal), applications for arrest warrants.
- Requests the issuance of subpoenas for case information and work with police officers to complete investigations.
- Confer with State’s Attorney, private practice lawyers, CCS eligibility determination staff, Court Commissioners, judges, and law enforcement officials while conducting investigations, and develop evidence to complete investigations and determine program losses.
- Testifies at grand jury hearings, preliminary hearings, court trials and administrative hearings to verify information in support of allegations of fraud or misconduct.
- Recommends improved internal controls and quality assurance and completes presentations at formal training classes on program policy, investigative techniques and criminal, civil and federal law.
- Provides expertise in conducting investigations, interviewing, prosecutions, Intentional Program Violations, and Administrative Disqualification Hearings regarding payment integrity improvement.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of administrative staff or professional work.

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

- Skill in gathering and securing sensitive information.
- Skill in determining the relevance of information obtained in an investigation.
- Ability to conduct investigations in a variety of settings.
- Ability to complete detailed and accurate statistical and analytical reports.
- Ability to communicate effectively with a wide variety of stakeholders.
- Ability to create and maintain and investigative network including multiple federal, state and local government agencies or similar entities.
- Ability to exercise judgment and discretion in applying and interpreting criminal law and Department program policies to establish violations of criminal statutes, intentional program violations, federal regulations and State rules and policies.
- Ability to maintain confidentiality of sensitive information.
