Main Purpose of Job

Assists the Director and Assistant Director of Contracts and Administration in the administration of matters related to personnel, operating budget, procurement, and contracts. This position also serves as the administrator of special programs – in particular the Local Jails Capital Improvement Program. As codified in §§9-401, 9-402, 11-104 and 11-105 of the Correctional Services Article, ACM, the State assists local jails/detention center in the funding of their capital improvement project. 

These projects include the design and construction of new detention centers, capital improvements/additions to current county facilities, capital equipment and certain capital maintenance projects. These local jail projects serve each county’s public safety needs, providing protection for its citizens. The position also manages the process of identifying and procurement of capital equipment for the Department’s construction projects.

POSITION DUTIES

Resource Management: Assist the Deputy Director and acts as the Division’s primary administrator of all matters related to maintenance purchase requests and ensuring approval processes are followed. Ensure all emergency and critical purchase requests are processed in a timely manner. Responsible for all service and commodity emergency purchase requests.
Ensure the processing of Emergency Declaration packages and Purchase Requisitions for Executive approval and ensure that DPSCS / Office of Procurement Services is notified of all emergencies.

Contract Management: Responsible for overseeing the lifecycle of contracts. Develop and be responsible for vendor monitoring processes, to ensure vendors are performing as required as well as maintaining accurate and up-to-date records of contracts, agreements, amendments, and related documentation in a centralized repository, ensuring accessibility and compliance with recordkeeping requirements. Identifying opportunities for process improvements and efficiencies in the contract management processes, systems, and workflows, and implementing changes to enhance effectiveness and reduce risks. Monitoring and analyzing contract performance metrics, such as contract value, compliance status, and key performance indicators, and preparing reports for the Director and executive staff.

Systems Administrations: Provide System Administration (users, vendors, reference tables, reports) and support for DCCFM applications (eMaint, PMO-Smartsheets, others). Assist with development of training material and training of users on eMaint and PMO-Smartsheets.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • At least three years of experience working in correctional facilities with experience with working with the following departments: Maintenance, Security, Inventory, Procurement, Finance.
  • Experience in developing and updating policies and training materials
  • Experience working with diverse populations, including incarcerated individuals
  • Proficiency in CMMS platforms (eMaint, Maintenance Connection)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

· Personal Leave - New State employees are awarded six (6) personnel days annually (prorated based on start date)

· Annual Leave -Ten (10) days of accumulated annual leave per year
· Sick Leave -Fifteen (15) days of accumulated sick leave per year
