Introduction

Telecommunications Access of Maryland (TAM)

TAM provides equipment and services for Marylanders who have difficulty using a telephone. TAM administers both Maryland Relay, the free public service that allows people who are unable to use a standard telephone to make and receive calls; and the Maryland Accessible Telecommunications (MAT) program, which distributes State-provided assistive telecommunications equipment to qualified applicants.

We are seeking a Finance Manager with experience implementing financial and budgetary processes, procedures and best practices to ensure that TAM’s fiscal operations are efficient, effective and transparent.

POSITION DUTIES

Act as TAM finance manager with responsibilities generally including, but are not strictly restricted to the following: develop and evaluate accounting objectives; implement and maintain internal financial control procedures; coordinate tracking and reconciliation of receipts for credit card purchases; track all TAM program expenditures; process requests for purchases from TAM staff; assist TAM staff with the creation of purchase orders; receive, file and ensure the timely payment of all invoices submitted to TAM; assume responsibility for ensuring that TAM’s budget spreadsheets are up- to-date and accessible to TAM staff; and maintain regularly updated projections of USTF balance trends; provide advice to the Director of TAM regarding USTF program and overall trends in program financial needs;.

Assist with the administration of MDOD and TAM program budgets including budget reconciliation and projections.

Assist the Maryland Accessible Telecommunications (MAT) program with the implementation and maintenance of internal controls for the Deaf - Blind Communication Facilitator program.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. 

Experience: Five years of administrative staff or professional work. 

Notes: 

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience. 

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s).

* Proficient in the use of Excel for finance and accounting;

* Proficient in the use of state accounting systems FMIS and Answers;

* Familiarity with the State's BARS budgeting tool for the purpose of developing budget projections;

* Experience creating and submitting Journal Entries;

* Knowledge of the State's Inventory Control measures including experience maintaining accurate records of department inventory, using MITS, and following the procedures for the disposal of excess property;

* Experience working directly with the Deaf and Hard of Hearing community.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
