The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

In cooperation with executive staff and agency administrators, a senior policy analyst reviews existing policy documents to determine if they need updating, replacement, or rescission. At the request of and in collaboration with executive staff and agency administrators, a senior policy analyst reviews new policy proposals, conducts research and analysis necessary to evaluate a policy proposal, and determines the impact of proposed policy and procedures on Department and agency’s administrative and operational responsibilities.  

Job duties include, but are not limited to:

  • Develops and presents recommendations concerning alternative approaches to delivering public safety and correctional services to the department's executives and senior managers. 
  • Reviews proposed policy drafts and work closely with agency administrators and executives to understand program requirements. Gather information from subject-matter experts to expand the policy drafts, and to develop, organize, and write directives, procedure manuals, and process documentation.
  • Writes and edits policy directives, manuals, and standard operating procedures. 
  • Determines the clearest and most logical way to present rules, technical instructions, and practices for the greatest reader comprehension. Assess the needs of the audience(s) for whom the technical and policy document is intended
  • Prepares proposed policy and procedure documents in final format for legal and executive review, as well as for publication.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications

  1. At least two years of experience researching, analyzing, writing, and developing policies and procedures for internal use by a team or group for publication.
  2. At least one year exercising administrative responsibility for the development of policies or procedures, supervision of other employees, or professional work experience in project planning and management or facilitating discussion amongst interdisciplinary teams.
  3. Experience writing technical manuals, legal, regulatory, or legislative documents.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
