Main Purpose of Job

The main purpose of this full-time position will be to:
  • Provide the Maryland Department of Health (MDH) and the Office of Facilities Management and Development (OFMD) with expertise in directing and leading the work of other project managers, architects, engineers, consultants and other professionals in the planning and coordination of large-scale, multi-year projects in support of the MDH real property portfolio including MDH facilities, landlord leases and tenant leases;
  • Provide expertise in managing projects for facility renewal and capital improvement projects at MDH facilities;
  • Support the administration of the MDH Sponsored Capital Improvement grant programs; and
  • Manage and oversee any special projects that are assigned under the direction of the Secretary of MDH.

Responsibilities include:
  • Directing and coordinating activities of complex projects for properties within the MDH real property portfolio across multiple units, including defining scope and goals of assigned projects, planning, executing, and managing projects in order to establish deliverables and meet requirements while controlling budget, scope and timeline;
  • Capturing requirements of the MDH Healthcare System and the MDH facilities, formulating project goals and objectives, overseeing various procurements, and executing the projects by coordinating the work of multiple stakeholders including professionals, consultants and project managers from other State agencies;
  • Coordinating the activities to be undertaken in connection with planning projects including cost estimates;
  • Conducting research and analysis for submission of proposals for policy/process changes;
  • Performing complex analysis of large data sets;
  • Administering various statewide programs impacting MDH.

This position will support the administration of the real property and grant programs. Duties will include supporting coordination with DGS for lease renewals, tracking status of leases, drafting documents, maintaining the encumbrance and expenditure records for the grant programs, State’s right of recovery, agenda items for the Board of Public Works process, and ensuring compliance with all State laws and regulations.

This position will also support the programs by assisting in the preparation of the annual Capital Improvement Program submission to DBM, and collaborate with the other Administrations within MDH for the grant programs’ application process. Additional duties include establishing program goals and objectives, developing tracking systems, and scopes of process for alignment.

In addition, this position will:
  • Oversee special projects within MDH such as implementation of agency-wide initiatives;
  • Respond to PIA requests and incident reports assigned to MDH Operations;
  • Maintain effective tracking systems on behalf of MDH;
  • Research, compile information and develop policies and processes for new or expanded programs;
  • Manage the Agency’s compliance with the MDE Municipal Separate Storm Sewer System permit and the projects for the Implementation of Maryland's Climate Pollution Reduction Plan;
  • Develop and recommend new standard, methods of operation and new technology to accomplish the mission and vision of MDH;
  • Act as a liaison between OFMD and executive units; and
  • Perform other related duties.

PLEASE NOTE: This position is hybrid telework eligible.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:
  • Project management experience, to include project initiation, planning, execution, monitoring and control, managing budget, and maintaining communication between involved parties, maintaining documentation, coordinating resources and leading meetings.
  • Experience supporting the administration of the Real Property and Grant programs, to include effectively coordinating for timely and accurate execution of necessary documents and processes.
  • Experience overseeing special projects requiring large scale coordination.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
