POSITION DUTIES

The Policy Research Data Scientist will lead data collection, data analysis, and data presentation work for the Policy, Public Works, and Investment (PPI) office, with a focus on economic and tax data. The position will primarily work with the Policy Research Director in having a lead role researching and producing economic reports and presentations along the lines of the Comptroller’s recent State of the Economy report and follow-up research briefs about key economic trends in Maryland. The Policy Research Data Scientist will be responsible for statistical research work involving collection and analysis of government and proprietary data requiring the application of advanced statistical tools including SQL and R, independent interpretation of findings and responsibility for drafting written reports and data presentations.

Position Duties: 
  1. Collects, cleans, analyzes, and maintains datasets to be used for reports or other purposes, with a focus on datasets including but not limited to labor force, population, industry, state budget and finance, tax revenue, and tax credit data and comparative analyses by geography, demographics, income levels, and other factors. 
  2. Works with data partners within the Comptroller’s Office and other state agencies or research organizations to access and build datasets. 
  3. Utilizes the Comptroller Office’s Teradata Production System to access and analyze state tax data and run queries using SQL. 
  4. Analyzes, interprets, and presents data findings in the form of charts, tables, and written descriptions. 
  5. Writes research reports, presentations, memos, and other products to be used and disseminated externally or internally. 
  6. Performs exploratory research to inform research agenda and determine feasibility of research projects and data availability. 
  7. Works closely with the PPI Deputy Comptroller and Policy Research Director to develop and review data findings and data informed policy recommendations.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work. 

Notes:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 
  3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Bachelor or Master’s degree in economics, statistics, data science, or related field.
  • Fluency in SQL, R, Python, and other coding languages for data querying and analysis; and proficiency in software packages such as Tableau, PowerBI, SAS.
  • Familiarity with federal datasets, including Bureau of Labor Statistics and U.S. Census Bureau datasets.
  • At least 5 years experience working in statistical research roles in government, nonprofit, university, business settings.
