Main Purpose of Job
The Facility Administrator plays a crucial role in overseeing the overall operation and management of a juvenile facility, ensuring that both personnel and the youth placed under the care and custody of the Department receive proper supervision and guidance. This position requires direct involvement in the daily operations of the facility, including managing staff, implementing policies, and maintaining a safe and secure environment for both employees and residents. The Facility Administrator is responsible for ensuring that all procedures align with legal and regulatory standards while also fostering rehabilitation and positive development for the youth in custody. Additionally, this role involves coordinating with various stakeholders, including law enforcement agencies, social service organizations, and legal representatives, to ensure that the facility functions efficiently and meets the needs of both the staff and the youth. Effective leadership, strong communication skills, and a deep understanding of juvenile justice policies are essential for success in this position. By maintaining structure, discipline, and support systems, the Facility Administrator plays a pivotal role in shaping the future of the young individuals under their care while upholding the integrity and mission of the Department.
MINIMUM QUALIFICATIONS
Education: A
high school diploma or a General Educational Development (G.E.D.) certificate
that meets the standards set by the Maryland State Board of Education.
Experience:
A minimum of seven years of progressively responsible experience in juvenile
justice, corrections, or a related field, including at least three years of
supervisory or management experience in a secure residential facility for
youth.
Notes:
1. An Associate’s degree in criminal justice,
public administration, business administration, psychology, social work, or a related
field may be substituted for two (2) years of the required experience.
2. A Bachelor’s
degree in criminal justice, public administration, business administration,
psychology, social work, or a related field may be substituted for four (4)
years of the required experience.
3.
Military leadership experience
with direct responsibility for personnel management, security operations, or
corrections may be considered equivalent to facility operations and staff
supervision experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Thorough knowledge of juvenile
justice principles, laws, regulations, and best practices related to youth
rehabilitation and detention.
- Strong leadership and managerial
skills, including experience in supervising personnel, managing budgets, and
ensuring facility compliance with policies and procedures.
- Effective communication and
interpersonal skills to engage with staff, youth, families, and external
stakeholders such as law enforcement, social services, and the court system.
- Ability to develop and implement
policies that ensure the safety, security, and well-being of both youth and
staff within the facility.
- Familiarity with crisis intervention
strategies, conflict resolution, and trauma-informed care approaches for
working with at-risk youth.
- Proficiency in data analysis and report writing
to assess facility operations and make informed administrative decisions.
