Main Purpose of Job
This position functions as principal Assistant to the Director of Carroll County Department of Social Services. The Assistant Director for Family Investment Division coordinates several human services programs to establish goals, priorities, budget, standards, schedules, policies and procedures for FIA staff.
POSITION DUTIES
- Interpret and administer Federal and State law/policy governing public assistance eligibility, welfare reform initiatives and personnel management.
- Create, assess and revise local policy and procedures for Family Investment Programs.
- Develop, implement and monitor budgets and contracts for Temporary Assistance to Needy Families (TANF), Workforce Opportunities (WIOA), Emergency Assistance to Families With Children (EAFC), Low Income Households Water Assistance Program (LIHWAP) and Welfare Avoidance Grants (WAG).
- Establish, implement, and monitor local policy for EAFC, WAGS, TCA work program requirements, EBT operations and Pre-Review of cases.
- Devise and install work operating procedures for maximum efficiency and program compliance, such as timely case assignments, application processing and workload flow.
- Review Quality Control (QC) reports, OAH appeals, audit reports, fraud complaints, and other FIA Qlik reports.
- Plan, request and monitor NPS budgets and expenditures of overtime money.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.
Notes:
1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.
2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- One year of supervisory experience.
- One year of experience Contract monitoring, oversight and implementation.
- One year of experience with Budget programs; requesting, monitoring and allocating.
- One year experience in Community Outreach; conducting, developing and implementing outreach efforts.
- One year experience in Partner engagement; planning, coordinating partner relationships and collaborations.
- Two years experience in Family Investment Administration federal/state policy/COMAR.
- Six months knowledge of state systems, Eligibility and Enrollment(E&E) and MDTHINK.
