Main Purpose of Job

The incumbent will serve as the assistant to the Assistant Commissioner for Corporate Activities within the Office of Financial Regulation. The incumbent's duties will include 1) tracking and processing various bank, credit union and non-depository trust company corporate applications, filings, and communications; 2) following and executing upon direction from the Assistant Commissioner on projects and tasks designed to further the strategic goals and mission of the Office of Financial Regulation; 3) completing research assignments that require comprehension of Maryland statutes, regulations, and legislation; and 4) outlining and implementing new processes and procedures that will ensure the streamlining of office functions. The main purpose of this position is to work strategically with the Assistant Commissioner to design and operationalize a framework that completes the duties of the Corporate Activities Unit in a way that promotes a modern and efficient regulatory office which encourages Maryland state-chartered institutions to operate in compliance with applicable laws and regulations and in a safe and sound manner. This position reports to the Assistant Commissioner for Corporate Activities and has administrative and general paralegal-type duties. An Administrative Officer II is an administrative position that may, in management's discretion, work remotely in accordance with the Agency's telework policies.

POSITION DUTIES

Duties of this position include but are not limited to:

  • Responsible for logging, reviewing, analyzing, tracking, and ensuring timely response to bank, credit union, and non­-depository trust company filings and communications in coordination with the Assistant Commissioner for Corporate Activities. This may include interacting with attorneys, financial institution personnel, various state and federal government agencies, and members of the general public regarding application status updates, inquiries regarding filing applications and procedures, and general questions about corporate Activities Unit functions. All communication and external engagement should be completed with a focus on accurate description of Office policies, procedures and requirements and courteous and prompt customer service. 
  • Responsible for assisting the Assistant Commissioner for Corporate Activities with medium- and long-term projects and assignments tasked to the Office of Financial Regulation, which may include implementing legislative and regulatory initiatives or strategic office goals. This job duty may include work administering the implementation of the Maryland Access to Banking Act, strategizing and designing new tools to promote a Maryland state-charter, conducting legal research, updating and maintaining the Corporate Activities Unit manual and logs, and other projects that may arise due to the arrival of new statute, regulation, executive priority, or office mission. 

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
