Introduction

The Maryland Department of Labor is currently accepting applications for Licensing and Regulation Investigator II. This position will access general compliance, research, mediate, and resolve complaints filed with the Board of Barbers and the Board of Cosmetologists.

Main Purpose of Job

The main purpose of this position is to access general compliance, research, mediate, and resolve complaints filed with the Board of Barbers, and the Board of Cosmetologists; to initiate and support administrative and/or criminal processing; to educate and provide detailed information to licensees and consumers regarding the established laws and regulations of both Boards.

POSITION DUTIES

Duties of this position include, but are not limited to

  • Assesses compliance and investigates complaints using interviewing and observational skills. 
  •  Maintains knowledge of the licensing agency regulations. 
  •  Discusses and determines appropriate action to resolve violations and compliance issues. 
  •  Inspects barbershops and salons to assess compliance, verifies operational permits, investigates consumer complaints, and conducts various required inspections within the state of Maryland.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience conducting investigations of alleged non-compliance with state laws and regulations, which govern the licensing and practices of business occupations and professions.

NoteCandidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Compliance Inspection and Support classifications or Compliance Inspection and Support specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience with a thorough understanding of Maryland cosmetology laws, regulations, and licensing requirements.

Experience and knowledge of health, safety, and sanitation standards for salons, barbershops,  and other licensed establishments.

Experience with inspection procedures and regulatory enforcement practices.

This recruitment is limited to current employees of Maryland Department of Labor.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Upon appointment, employees in this classification possessing a business occupational and professional license or participating in any outside activity which may be deemed a conflict of interest by the Secretary of the Department of Labor will be required to put the license and/or outside activity in an “Inactive” status.
