POSITION DUTIES

The purpose of the position of the Mortality and Morbidity/Quality improvement nurse is to conduct in-depth review of all incarcerated individual deaths in the Department of Public Safety and Correctional Services, and draft a death summary report for the Department’s Chief Medical Officer and Deputy Director of Clinical Services. The position will compile and provide an analytical report of incarcerated individual deaths on a quarterly and annual basis.

The position will work collaboratively with the department’s continuous quality improvement (CQI) nurse manager and the Regional Agency Contract Operations Managers (ACOM), health care contractors and the internal investigative department in identifying clinical quality of care and process issues related to each death review and make recommendations for corrective actions.

The position is responsible for managing administrative staff engaged in developing and maintaining a death database for the agency and ensuring receipt of accurate and complete death records for every deceased incarcerated individual as articulated in the clinical services policies. The position will work with the DPSCS Office of Data Development to complete and submit the annual deaths in custody report to the U.S. Bureau of Justice and Statistics. Respond to all PIA and internal requests related to incarcerated individual death on behalf of the department.

This position will ensure receipt of documentation of all corrective actions requested as a result of findings from death reviews.

  • Death Reviews – Reviews the medical records for all persons who died while incarcerated to assure that all appropriate steps were taken in the care of the incarcerated individual prior to their death. Identifies areas of concern and makes recommendations for corrective actions. Monitors corrective action response from contractors and follows up as needed for audits.

  • Maintenance of Death Data and Reporting – Maintains and ensures accuracy of death records in the death reporting database. Provides quarterly and annual summary reports of all deaths in DPSCS using an approved form and format as directed by clinical services leadership. Completes and submits annual deaths in custody reports as required to the bureau of Justice and Statistics (BJS).  

  • Quality Improvement Program Monitoring – Completes audits as assigned following DPSCS Clinical Services protocols and submits reports on findings.  Supports the CQI department in the development of audit tools.

  • Policy and Compliance Review – Participates in annual review and update of DPSCS policies and procedures as assigned. Makes recommendations for actions necessary to address standards of practice, certification standards, COMAR, health care contracts and clinical policy issues identified through the review of deaths. 

  • Provides other duties as necessary and as assigned.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including two years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge and proficiency in excel, basic statistics, navigation of the electronic patient health record system and ability to prepare clear and concise patient health record review.

Possession of a Master of Science in Nursing (MSN) Degree.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
