Main Purpose of Job

The ITFA I position is a 24/7 operation that oversees METERS/NCIC audits, develops quality control programs, and liaises with criminal justice agencies. Key duties include conducting database searches, offering law enforcement training, and managing the communications control center at Maryland State Police Headquarters. Additional responsibilities include providing Helpdesk support, ensuring compliance, conducting checks, and offering technical assistance. The role also involves technical support for end-users and coordinating help desk calls. The position monitors and operates communications equipment at the SEOC for communication with State and Federal components regarding civil defense, incident management, disasters, and emergency preparedness.

POSITION DUTIES

Duties include but are not limited to:

  • Review and critique daily the METERS/ NCIC entries in order to assure compliance with existing rules for CJIS and FBI regulations; 
  • Provide user support to Emergency dispatchers across the state in the teaching, review, critique, and entry of data into METERS/NCIC; 
  • Validate NLETS/ METER Hit confirmation violation reports and send those results to the Terminal Agency Coordinator for review and compliance;
  • Track and notify Maryland police agencies to correct invalid entries and make necessary record modifications, particularly for Missing Person Entries, on a bi-monthly or as needed;
  • Resets MSP personnel and some allied agencies passwords in MSP applications such as active directory, Delta Plus, CapWin and CAD;
  • Provide technical assistance, guidance and instruction to Maryland users of METERS/ NLETS/NCIC and assist law enforcement agencies nationwide with problem analysis; 
  • Processes time sensitive messages and nationwide requests for Maryland Motor Vehicle Administration; 
  • Initiates and transmits notifications when experiencing problems with METERS, NLETS, or CJIS;
  • Perform other duties as identified by commanders/supervisors.

MINIMUM QUALIFICATIONS

Experience:  One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms.

Notes:

1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems for the required experience.

2. Candidates may substitute the possession of an Associate’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems and six months of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Include clear and specific information on your application regarding your qualification(s). 

  1. Three years of experience performing communication services through the Maryland Electronic Telecommunications Enforcement Resources System and National Crime Information Center System.
  2. Experience performing quality control compliance work in automated law enforcement and criminal justice systems.
  3. Experience providing technical assistance to end users to resolve problems with computer hardware and software.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, candidates for position in this classification may be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification. Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees. The list will be valid for one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position.
