Main Purpose of Job

Support DGS project to replace the legacy AS/400 Project Management system with a modern web-based, commercial-off-the-shelf (COTS) platform/application. Key project roles will be to document user requirements (business processes, workflows) and non-functional requirements to incorporate into an RFP for solicitation of the future state system; evaluate RFP responses, prepare use-cases and user stories for implementation, user-acceptance, and training.

POSITION DUTIES

Duties for this position include but are not limited to:

Direct and coordinate all data governance activities, including end-to-end data generation through

Current state analysis - coordinate with legacy system users/subject matter experts to understand and document the current implementation (the legacy AS400) system capabilities and supporting business processes/workflows.

Future state analysis

o Coordinate with business stakeholders to elicit and document business requirements, processes/workflows, and key system capabilities/functionalities that need to be delivered as part of the modernization effort.

o Analyze business processes to identify inefficiencies, bottlenecks, and waste.

o Collaborate with stakeholders to redesign processes using Lean principles to improve performance and reduce costs.

Working with stakeholders and project manager to:

o Facilitate workshops and discussions to align teams on process improvement goals and solutions.

o Prepare use-cases, user stories, and acceptance criteria for use with implementation partners to understand and deliver the DGS stated requirements.

o Prioritize future business needs to support a phased delivery implementation.

Solution Procurement

o Provide the requirements to be incorporated into an RFI/RFP for the vendor/product system solicitation - including the creation of a traceability matrix and vendor scoring model.

o Assist project manager and stakeholders with vendor/product evaluation and scoring.

Data Migration

o Assist system implementors and DGS data owners in the extraction, cleansing, mapping, and migration of legacy AS/400 data into the new system.

Data Analysis & Reporting

o Work closely with business users to gather reporting requirements and provide solutions to meet their needs.

o Analyze and validate data to ensure accuracy, consistency, and integrity in reports

o Develop a deep understanding of the COTS application’s reporting capabilities, database structure, and configuration options to design, develop, and maintain custom and standard reports within the COTS application.

Testing & Quality Assurance 

o Create test plans and test cases to validate the delivery system functionalities, workflows, and data.

o Lead User Acceptance Testing (UAT) - Working with delivery partner(s), coordinating, documenting, and leading user testing activities - user acceptance testing, regression testing, and testing of production issues, to validate that the to-be system’s data, security, business processes and workflows are delivered, as per DGS’s stated requirements.

Training & Documentation

o Develop and maintain clear and comprehensive process documentation, including system configurations and changes, workflows, standard operating procedures (SOPs), and training materials.

o In conjunction with the delivery partner(s), assist in end-user training & support of the delivered solution.

Issue Resolution - working with stakeholders and delivery partners, investigating and resolving system-related issues.

MINIMUM QUALIFICATIONS

Experience: Seven years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications systems housed on mainframe computers or large client-server platforms. See educational degree substitutions in Notes below. 

In addition, this position requires five (5) or more years of experience in the following:
● Working directly with executive and leadership teams to gather, document, and prioritize business requirements for large-scale enterprise projects.
● Translating those requirements into agile epics, features, and user stories.
● Utilizing diagramming tools like Visio or Lucid chart to visualize complex business processes and applications.
● Contributing to the RFP process by defining requirements and creating evaluation matrices for vendor selection.
● Leading client-side testing, including developing test plans and cases, and managing user acceptance, regression, and post-launch testing.
● Collaborating with system implementation partners to deploy commercial off-the-shelf (COTS) SaaS applications. 
●Performing data analysis and managing legacy data migration, including prior experience with ETL processes.

Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology, or other related field with specific coursework in the structure and use of automated information systems and one year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for the agency or statewide systems housed on mainframe or large client-server platforms for the required experience.
2. Candidates may substitute the possession of an Associate’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology, or other related field with specific coursework in the structure and use of automated information systems and one year and six months of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for the agency or statewide systems housed on mainframe or large client-server platforms for the required experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.


Prior experience working within a public sector agency, preferably within a Design & Construction, Facility Operations, or a General Services department.

Working as an individual contributor, as a member of a small team.

Experience working with a project management information system (PMIS), preferably within a public sector owner agency design and construction organization.

Excellent problem-solving and analytical skills.

Ability to work collaboratively with cross-functional teams.

Attention to detail and a commitment to delivering high-quality results.

Strong communication and interpersonal skills, including ability to communicate effectively with both technical and non-technical stakeholders.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. 

 

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
