Introduction

The Maryland Department of Labor is currently accepting applications for Fiscal Services Administrator IV. This position is will assist the Budget and Systems Chief in preparation of the annual budget, oversight, and reporting of the operating budget.

Main Purpose of Job

The main purpose of this position is to assist the Budget and Systems Chief in the preparation of the annual budget, oversight and reporting of the operating budget and maintain and enhance current policies and procedures for the Department of Labor.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Responsible for the formulation, justification, and administration of the departmental budget.
  • Reviews and analyzes budget requests prepared by program administrators and analysts, ensuring alignment with departmental priorities and fiscal constraints. 
  • Communicates effectively with departmental staff, management, State budget analysts, and fiscal services personnel to provide accurate financial information and guidance. 
  • Recommends budget adjustments, supported by thorough documentation and justification, to the Budget Chief.  
  • Provides professional consultation to program administrators in preparing budget submissions, securing budget appropriation new initiatives, and identifying additional resources for existing programs.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of experience in developing an agency budget in BARS and preparing projections. Experience with Excel pivot tables. 

Note: Experience working in agency budget preparation and projections, in a supervisory or managerial capacity, may be substituted on a year-for -year basis for the required education

Experience with BARS

Experience with budgeting for an organization

Experience with presenting fiscal information

Experience with Excel

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
