Introduction

This is a Management Service position for the Director of the Budget Section for the Department of Maryland State Police and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The incumbent is responsible for the creation and monitoring of the Department's operating budget. The incumbent will provide an accurate estimation of the revenue and expenses for the Department over specified fiscal years. The position requires the consistent computation and re-evaluation of the budget. The Director is responsible for making adjustments to the Department's budget based on the goals and mandates made of the organization. The Director is responsible for ensuring that all budget operations and submissions are completed in accordance with the Department of Budget and Management, Office of the Comptroller, existing laws, and Generally Accepted Accounting Principles (GAAP).

POSITION DUTIES

Budget Monitoring

Reconcile the Department's fiscal obligations against FMIS, in accordance with the guidelines established by the Comptroller's Office and DBM. Assist the CFO in reviewing the budget allocation by evaluating needs and requests to prioritize program enhancements for review and approval by the Superintendent and DBM. Responsible for reviewing and approving of requisitions for purchases and ensuring Purchase Orders. Analyze special projects and prepare reports as requested, or as needed. Provide budget/expense projections to Command Staff as needed. Forecast budgetary needs for the Department.

Budget Preparation

Responsible for the development and implementation of the Department's operating budget. Will review and analyze budget needs and requests of all divisions and units within the Department. Responsible for making recommendations to the Chief Financial Officer, Bureau Chiefs, and the Superintendent concerning budgetary items and issues that could impact Department operations. Responsible for the yearly calculation and submission of the Department's Indirect Cost rate with the federal government. Responsible to submit the budget, amendments, and deficiencies in the system(s) and formats required by the Department of Budget and Management.  

Year-End Closing

Prepare for the year-end closing process with consistent monitoring and analyzing of the budget expenditures. Ensure necessary corrections and adjustments are made to ensure the process of closing will be done efficiently and accurately.

Directly supervise Budget Section staff

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: Three years of working experience in financial services.

 NOTE: Experience working in financial services may be substituted on a year-for -year basis for the required education

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:


1. Experience working in the State's accounting and financial systems, to include: BARS (Budget and Reconciliation System); FMIS (Financial Management Information System), R*STARS (Relational Standard Accounting and Reporting System, ADPICS (Advanced Purchasing Inventory Control System), ViewDirect and the Statewide Personnel System (Workday).


2. Experience with financial audits including CAFR, OLA, etc.


3. Knowledge of the State of Maryland's financial operations and procedures, including the budget cycle and year-end closing procedures.

Conclusion

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204 (b) (6) of the Public Safety Article, candidates for positions in this classification will be subject to an initial drug screening, a physical examination and a complete criminal background investigation, to include a polygraph examination, before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application. Applicants who meet the minimum qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select the individual to fill the vacancy.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application. Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing.
