Main Purpose of Job
The Regulatory and Compliance Engineer II will serve as a
project engineer in the Groundwater Discharge Permits Division. The incumbent
in this position will develop and process less complicated industrial and
municipal facilities (individual and general) groundwater discharge permit
applications, draft permit requirements, and manage the permit project through
the final decision to issue or deny a permit. Responsibilities may include
reviewing the project hydrogeologic report and onsite system design, evaluating
groundwater quality requirements and treatment systems, preparing the
groundwater discharge permit, fact sheets, public notices and written responses
to comments. The incumbent will also meet with applicants and interested
parties, conduct, and participate in
public meetings, and issue the discharge permits. The Regulatory and Compliance
Engineer may have general permit development assignments and work closely with
compliance staff on issues involving violations of State groundwater
regulations.
The working conditions of this position involve exposure to
uncomfortable or unpleasant surroundings. Site visits may include visits of
wastewater treatment plants where unpleasant odors exist. Work involves exposure
to hazardous conditions which may result in injury. The work involves special
physical demands such as lifting 50 pounds or more, climbing ladders, etc. This
position may require climbing ladders or traversing rough terrain. This
position also requires the use of protective equipment such as goggles, gloves,
masks, etc. during site visits.
The incumbent in this position will be required to drive a
State vehicle. If you maintain an out-of-state driving license, you must
provide a certified copy of your driving record from the appropriate Motor
Vehicle Administration at the time of appointment. Individuals must maintain a
driver's license with no more than 5 points on their driving record in order to
drive a State vehicle.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in engineering or architecture from an accredited college or university.
Experience: One year of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory compliance with engineering or architectural standards, practices, principles and methods.
Notes:
1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste, resource conservation, environmental protection, public health and safety, or related areas for the required education.
2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for the required experience.
3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and experience.
4. Candidates may substitute U.S. Armed Forces military Service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).
ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.
SICK LEAVE – fifteen (15) days of accumulated sick leave per year.
PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
