Main Purpose of Job

The Regulatory and Compliance Engineer (RCE) Senior is a lead engineer, and this position is to protect the water resources of the State of Maryland from the adverse impacts of soil erosion, sediment disposition, and increased stormwater runoff resulting from construction activity undertaken by State and federal agencies.  The purpose is accomplished through a series of regulatory activities including a technical review of erosion and sediment control and stormwater management plans, as well as small pond (dam) designs, submitted to the Maryland Department of the Environment (MDE), Water and Science Administration (WSA), by State and federal agencies.  Other responsibilities include: overseeing, reviewing, directing, and approving the work of “Staff Plan Reviewers” and “Consultant Reviewers”, assisting in research on specific erosion/sediment control and stormwater management techniques; developing erosion/sediment control and stormwater management design and construction standards; conducting education and training seminars for State and federal governments and the development community; and providing technical assistance to State and federal agencies as well as local governments’ stormwater management programs.

 

The work involves exposure to uncomfortable or unpleasant surroundings. Certain projects under review require site visits to verify conditions, discuss alternative measures, or review plan modification requests.  Work involves exposure to hazardous conditions which may result in injury.  When conducting occasional site visits associated with plan review may encounter active, heavy construction equipment and may need to transverse broken, hilly ground surfaces.  Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. While conducting a site visit, it may be necessary to transverse broken ground, steep grades, and pass-through heavy vegetation.


The incumbent in this position may drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.   

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Three years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering/architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at          least 20 credit hours in engineering and two years performing engineering architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.

2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for up to one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:


  • Technical understanding of Maryland’s stormwater management (SWM), erosion and sediment control, and small pond (dam safety) regulations, manuals, and policies; 
  • Advanced understanding of the engineering principals, science, assumptions, and limitations used to develop the National Resources Conservation Service's methodology used by WinTR–20 including the application of NOAA Atlas 14;
  • Proficiency with hydrologic and hydraulic models used to design SWM practices and conveyance systems to meet Maryland standards, including TR-55, WinTR-20, HY-8, and HEC-RAS;
  • Experience with site development design, including large lot residential, commercial, multi-lot commercial, multi-lot industrial, industrial, and complex institutional projects as well as highways.
  • Experience with design of SWM systems and best management practices under both the Maryland 2000 and 2010 regulations;
  • Proficiency in reviewing SWM plans; 
  • Proficiency in Autocad or Bently StormCAD including AutoCAD Civil 3D using topography to design SWM plans.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).
