Main Purpose of Job

The Regulatory and Compliance Engineer Senior will serve as an experienced Project Manager responsible for providing guidance and training to the Wetland and Waterway Protection Program's lower-level Regulatory Compliance Engineers as the subject matter expert. The incumbent will serve as the main point of contact for the implementation of the requirements of the Whole Watershed Act (Chapters 558 and 559) and specifically the requirements of Title 18 Stream and Floodplain Restoration Projects. The Whole Watershed Act expands public notice and community engagement, requires a more holistic analysis of co-benefits from stream and floodplain restoration projects, and mandates post-construction monitoring for 5 years. The increased tasks include but are not limited to assessing the adequacy of the application information submitted in support of the Whole Watershed Act requirements, tracking and reviewing monitoring reports, maintaining and updating the Department's Stream Restoration Authorization Checklist, and ensuring public outreach documentation is updated for applicants and permittees, as well as annual report submission to the General Assembly in Maryland.


The incumbent in this position will also represent the Waterway Construction Division, the Wetlands and Waterways Protection Program (Program), the Water and Science Administration, and the Department in a variety of situations; provides advanced guidance to lower-level engineers, consultants, applicants, local government, and others on waterway policies, procedures, and documents; and reviews and provides comments on proposed nontidal wetlands and waterways laws and regulations.

The working conditions of this position may involve exposure to uncomfortable or unpleasant surroundings. Regular site visits may be conducted in all kinds of inclement weather in waterways. Work involves exposure to hazardous conditions which may result in injury. Site visits usually involve walking on uneven terrain such as traversing steep slopes and stream banks that may result in falling. Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc.   Field visits may involve long walks up to approximately a mile walking through waterways with unseen holes and going down and traversing uneven upland terrain. Work requires the use of protective equipment such as goggles, gloves, masks, etc.  During cold weather months, protective clothing is required on land and water.

POSITION DUTIES

The incumbent in this position will be responsible for the following, but not limited to:

  • Performing technical reviews of activities that change the course, current, or cross-section of waterways, including the 100-year floodplain, in the State. 
  • Reviewing applications for Waterway Construction Division assigned projects as needed to be located across the State but primarily reviews restorative or select Whole Watershed Act-funded projects. Project evaluation is based on engineering judgment and criteria outlined in Maryland's statute and regulations.  
  • Coordinating with the U.S. Army Corps of Engineers, the Department of Natural Resources, and other State and local agencies on the review of projects that propose impacts to waterways and/or the 100-year floodplain. 
  • Preparing and making permit decisions, as well as reviewing the draft decisions of lower-level Engineers in preparation for final approvals primarily associated with stream and floodplain restoration projects. 

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: Three years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering/architectural standards, practices, principles and methods.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.

2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for up to one year of the required experience.

3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Familiar with the use of hydrologic and hydraulic modeling programs such as HEC RAS 1D & 2D, GIS Hydro, TR-20 or TR-55. 
  • Course work or training in Open Channel Flow, Fluid Mechanics, Fluvial Geomorphology, stream assessment methodologies. 
  • Course work or training in Natural Channel Design, Regenerative Stream Conveyance Design or Valley Restoration Design. 
  • Familiar with database computer program

This recruitment is limited to permanent and contractual MDE employees only.  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).
