Main Purpose of Job
POSITION DUTIES
Develop Department's
Master Facility Plan to serve as guide for preparation of Capital Improvements
Plan (CIP).
Provides technical
review comments on major multi-year capital construction projects for technical
efficiency and sufficiency, code compliance, program requirements, and sound
engineering or architectural practices.
Reviews capital
construction projects during the six phases of design from the program stage
through schematic design, design development, construction documents and
bidding stages.
Provides in-house
engineering or architectural design services as needed including preparation of
bidding documents, review and approval of drawings, preparation of cost
estimates, establishment of time schedules for design and construction and
resolution of technical architectural/engineering problems.
Provides technical
assistance to the Secretary for analysis of design concepts and construction
problems, interpretation of technical data, cost issues and procurement of
engineering or architectural services as well as interpret rules, regulations,
standards and controls and recommend to the Secretary Department policy and
priorities for program design.
Meet with Departmental
representative, committees and subordinate staff to defend/revise/submit
programs to comply with Department of Budget and Management(DBM) and Department
of General Services (DGS)reviews to ensure unique features of new or
replacement facilities.
Represent the
Department and coordinate local government participation in all facets of
capital budget projects, including preparation and presentation of testimony to
DBM, DGS and General Assembly capital budget committees.
Represent Department
on design committee with DGS and consult architectural and engineering (A/E)
consultants.
Supervise and assist
project architect in representing Department in DGS construction project
management. Reconcile design problems and review changes made during
construction.
Respond to all
inquiries from Legislators, contractors, engineers, and local and state
regulatory officials regarding construction on facilities issues.
Assist Division
Director in training and managing maintenance employees.
Any other duties as assigned by the Commander.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree in engineering or architecture from an accredited college or university.
Experience: Five years of experience as a design or project Engineer or Architect for large-scale multi-year construction projects.
Notes:
1. A Master’s degree in engineering or architecture from an accredited college or university may be substituted for up to one year of the required experience.
2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Civil Engineer Corps or Engineering Aid classifications or Construction Engineering Technician, Technical Engineer, or Civil or Combat Engineering specialty codes in the Engineering field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
1. Licensed architect with
eight (8) years of comprehensive knowledge in the programming, design process,
and construction of institutional buildings. Two of the eight years experience
in the public administration responsibilities for planning, budgeting, and
communication of state agency projects both owned and leased.
2. Experience communicating
both verbally and written with upper level executive and legislative
authorities in determining long tern plans and the support needed for new
facilities.
3. Proficiency in computer
graphic skills for presenting and explaining proposed architectural strategies
for new facilities.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification are required to possess and maintain a Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Employees may be required to
carry an electronic paging device or provide the employing agency with a
telephone number where the employee can be reached.
In accordance with Section 2-204(b)(6) of the Public
Safety Article, Candidates for position in this classification will be subject
to an initial drug screening and a complete criminal background investigation before permanent appointment can be made. A
criminal conviction may be grounds for rejection of the candidate.
SELECTION PROCESS
The selection process for this recruitment will involve a
review of each application. Applicants who meet the minimum qualifications will
be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or
QUALIFIED category and remain eligible for consideration for at least one year
from the date of examination. The list will be used by the hiring manager to
select the individual to fill the vacancy.
EXAMINATION PROCESS
The examination will consist of a rating of your
education, training and experience related to the requirements of the position.
You may be required to complete a qualifications supplement, or the rating may
be based on your application. Report all experience and education that is
related to this position. Applicants may be given a physical examination and
will be subject to an interview, background investigation, polygraph
examination and substance abuse testing.
BENEFITS
Contractual
employees who work for an agency covered under the State Employees and
Retiree Health and Welfare Benefits Program (the Program), have a current
employment contract and work 30 or more hours a week (or on average 130 hours
per month) may be eligible for subsidized health benefits coverage for
themselves and their dependents. As a contractual employee, you will be
responsible for paying 25% of the premiums for your medical and prescription
coverage, including any eligible dependents you have enrolled. The State of
Maryland will subsidize the remaining 75% of the cost for these benefits. You
can also elect to enroll in dental coverage, accidental death and dismemberment
insurance, and life insurance, but will be responsible to pay the full premium
for these benefits.
