Introduction

The Department of Information Technology (DoIT) provides support to state agencies, the Executive Office of the Governor, the Governor's coordinating offices, and a variety of independent agencies within the Executive Branch.

POSITION DUTIES

The Engineering & Architecture Operations Director position is responsible for overseeing the design, development, and implementation of complex network architectures within the state, ensuring optimal network performance, security, and scalability, while aligning network strategies with overall business goals.

This position is critical to helping to achieve DoIT’s goals of securing the State of Maryland and protecting the data of its citizens and works under the direct supervision of the Senior Director of Network Infrastructure. This individual will be responsible for making recommendations to State IT leadership, Executive Agency Leadership, and contractor personnel, both at DoIT and other agencies, on defining long-term network architecture vision and roadmap to support business growth and evolving technology needs; analyzing current network infrastructure, guiding actions to be take to triage network connectivity issues and identifying areas for improvement -including capacity planning and redundancy strategies; collaborating with other departments to understand business requirements and translate them into network solutions.

Candidate will have expertise in network design principles, including data center networking, WAN and LAN optimization, and security architecture.

Technical Leadership:
  • Designing and implementing complex network architectures, including data center networks, WANs, LANs, and security infrastructure. 
  • Evaluating new network technologies and vendors, recommending solutions that optimize performance and cost-effectiveness. 
  • Overseeing the development and maintenance of network documentation, standards, and best practices. 
  • Manage Disaster Recovery as a Service for the state, including providing life cycle support, building service description, costing structure and onboard agencies.

Team Management: 
  • Leading and mentoring a team of network and datacenter architects assigning tasks and providing technical guidance. 
  • Hiring, training, and developing engineering talent.  
  • Reviewing and approving network design plans and project proposals.

Remediation:  
  • Directs and oversees statewide network remediation of findings and security deficiencies.  
  • Performs research and analysis to identify and prioritize complex security and risk issues and supports strategic planning. 
  • Develops and oversees risk assessments, security metrics, risk posture measurement, and develops associated executive reports. 
  • Drafts and leads OLA audit responses and ensures network infrastructure artifacts are up to date on a quarterly basis.

Project Execution: 
  • Managing network deployment projects, including project & consumption budgets ($1 to 10 million), timelines, and resource allocation. 
  • Collaborating with cross-functional teams to ensure smooth integration of network infrastructure with other systems. 
  • Troubleshooting complex network issues and coordinating resolution efforts.

Performance Monitoring and Optimization: 
  • Monitoring network performance metrics to identify potential bottlenecks and areas for improvement. 
  • Implementing network optimization strategies to enhance network efficiency and reliability.  
  • Analyzing network traffic patterns and identifying security risks. 
  • Technical lead for triaging network infrastructure connectivity issues. 

Advisory:  
  • Communicates the value of IT security throughout all levels of the organization and to stakeholders and advises on security strategy, policy, technical controls, risk management, and remediation across state information systems.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in computer science, information technology, engineering, or related field.

Experience: Six (6) years of experience in network engineering and design, managing complex network projects from conception to implementation. Needs to include experience working with Cisco, Juniper & VmWare network solutions, experience working with cloud platforms such as AWS, Azure, or GCP. Two of the six years needs to be in a supervisory role managing IT staff.

DESIRED OR PREFERRED QUALIFICATIONS

  2. Experience in managing network budgets and allocating resources effectively.
