Main Purpose of Job

The main purpose of this position is to serve as the Chief of the Employee Relations Unit of the Maryland  Department of Health. The position will administer all matters of labor relations for the Department; provide guidance and instruction on investigations related to potential employer/employee relations issues; review and approve all terminations before the Secretary signs them; and, prepare all supervisors and witnesses on protocol and responsibilities during the hearing. The position is also responsible for successfully representing the Department at Second Step Hearings and the Office of Administrative Hearings (OAH).

This position is eligible for Hybrid Telework as assigned by the Director of the MDH Office of Human Resources.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university and at least six (6) years of professional experience in employment law, labor law, or human resources. Of these six years, a minimum of four (4) years must specifically involve employee relations, labor relations, or labor/employment law with a focus on employee relations. This experience must include representing management in hearings before an administrative law judge at the Office of Administrative Hearings or a similar adjudicatory setting. Such representation should involve handling a variety of grievance and disciplinary appeal cases, including terminations, on a regular and recurring basis.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have knowledge of the State Personnel and Pensions, and COMAR, especially as it relates to the disciplinary process. The desired candidate should also possess excellent written and communication skills; experience representing management at second-step hearings and also at the Office of Administrative Hearings; and, be able to make independent decisions following the established laws, policies, guidelines, and best practices that will result in decisions being upheld.

This is a Management Service position and serves at the pleasure of the Appointing Authority. A resume must accompany your application.
