Main Purpose of Job

The main purpose of this position is to organize and oversee the production and training within an MCE Business Unit.

POSITION DUTIES

The MCE Plant Manager at the Mailing and Distribution Plant is responsible for the overall production process including the organization scheduling and quality control to ensure the on-time delivery of finished product to customer; in accordance with customer contracts.  

He or she will be responsible for direct business communications with both internal and external entities including customers, vendors and stakeholders.

He or she will assist in the preparation of contracts and proposals as well as ensuring that customer contract are adhered to in records to quality specifications and timelines. 

He or she will be responsible for the supervision of civilian officers as well as program participants including the training, delegation of work assignments while focusing on efficiency and continuous program improvements.

The Plant Manager will be responsible for the safety and security of the civilian staff and program participants as per the Department of Public Safety an d Correctional Services and Maryland Correctional Enterprises policies and directives. 

He/she will maintain a uniform production and inmate training record system. He/she will be responsible for meeting or exceeding the quality, on time 

Performs other related duties.


MINIMUM QUALIFICATIONS

Education: Possession of a High School Diploma or a State High School Equivalence Certificate. 

Experience:

Agency desires at least four or more years of experience with commercial mailing operations to include; large and small package distribution, bar code application, high volume print operations, mail house operations such as pick/pack and ship, mail sorting, mail stuffing operations and equipment. Experience required in a fulfillment operation that handles a variety of items and shipments for multiple customers. Candidate must have computer skills with Microsoft Office, Microsoft Excel and Google Docs.. Specialized software used in mailing operations as well as Enterprises Resource Planning (ERP) a plus.  Candidate must be a detail oriented self starter with a proven track record able to work in a fast paced environment.

Notes:

            (1) Specific educational requirements and other selections standards are set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209 or the Annotated Code and are listed in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01.

           (2) Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly services fee to the exclusive representative of the bargaining unit.
