Introduction

The Division of Workforce Development and Adult Learning, Office of Strategic Initiatives (OSI) within the Maryland Department of Labor is currently accepting applications for an OSI Program Manager I. OSI seeks to advance the Department's highest priority, high-provide initiatives and most critical, innovation programming unique to the agency, including Labor's sector-based, industry-driven portfolio. The role of the OSI Program Manager is to develop, execute, and implement programs related to grants Labor received that are deemed high-priority initiatives. The OSI Program Manager will be responsible for the management, execution, control, and completion of grant-specific programs. This position will be responsible for portions of OSI's healthcare portfolio. 
This is a Management Service position that serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position will be responsible for the management of portions of the Office’s healthcare portfolio including, but not limited to, EARN Maryland Strategic Industry Partnerships that support this industry, the Direct Care Workforce Innovation Program, and the Career Pathway for Healthcare Workforce Program. This position will provide additional support to the Recovery Friendly Workplace program.

POSITION DUTIES

  • Program Management and Planning: Plan, execute, and monitorhigh priority grant programs. Provide input during the creationand preparation of grant applications related to special populations.
  • Management and Administration: Develop, administer, and manage contractual relationships with subgrantees. Interpret andexplain policy to staff, subgrantees, stakeholders. Providetechnical assistance to subgrantees to ensure program success.
  • Program Oversight and Compliance: Develop reporting schemas and guidance to assure compliance with state and federal funding requirements. Prepare quarterly, monthly, or annual progressreports for division management to assess program progress.
  • Prepare quarterly or monthly program reports as required by funders. Review and assess program and expenditure reports to ensure grants are on track to meet deliverables.
  • Stakeholder Outreach: Acts as Department representative to keystakeholders including business leaders, Governor's Workforce Development Board, federal, state, and local agency partners,Education, non-profit, higher education, local workforce boards and other partners as appropriate

MINIMUM QUALIFICATIONS

Bachelor's Degree from an accredited college or university in public health, behavioral health, or a healthcare-related field
At least one year of professional experience in grant management. 

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required. However, if you have this experience it must be detailed in the job duty section on your application.
Experience or knowledge of pathways to employment in the healthcare field and the related workforce needs of healthcare professionals.
Proficiency in virtual meeting platforms, Microsoft Office Suite, and Google applications.
Four years of professional experience in project management or program design.
 

SPECIAL REQUIREMENTS

Leave Benefits

Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year, depending on seniority, as well as six personal days each calendar year. In addition, the State offers eleven paid holidays and fifteen days of sick leave per year.

We also offer paid parental leave to eligible permanent State employees to care for and nurture children within 6 months of birth or within 6 months of an adoption of a child under 6 years of age.

Retirement Benefits​

Maryland State employees are eligible for participation in a contributory defined benefit pension plan in which they are vested after ten years. Flexible Work Schedules​

Employees of the State of Maryland typically work a forty-hour work week. Many State agencies offer their employees flexible work schedules. The Teleworking Program enables eligible state employees to work at home, at a satellite office, or at a Telework Center.

Student Loan Forgiveness

Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. ​ Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.  ​

​Free Mass Transit Benefit​

Permanent State employees are entitled to use the Baltimore Light Rail, the Baltimore Metro Subway, the Baltimore Bus Service (Local Bus Service and Express Bus Service), as well as the following Baltimore Region Commuter Bus Routes:

There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening, including weekends. The Free Mass Transit Benefit does not include MARC trains, commuter buses that serve Washington, D.C., or any special event buses. 

Health Coverage
