Main Purpose of Job

The main purpose of this position and how it related to the mission of the agency. The Deputy Chief of the Office of Emergency Operations directs and coordinates the Department’s emergency preparation, response and recovery operations statewide as mandated by the State Emergency Operations Plan (SEOP), both during steady-state and emergency operations. The position establishes statewide emergency operations plans and policies and oversees the implementation of such plans and policies at DHS Central and at the LDSSs as required by local plans and directives. The position also has oversight for the Security and Public Safety Units. The Unit is responsible for safeguarding DHS’ employees and customers from any potential injuries or incidents that might occur within the 24 local departments and Central office locations.

POSITION DUTIES

Planning/OEO
  • Coordinate, review, and update the mandated Continuity of Operations Plan (COOP) for DHS and the local departments to ensure the readiness of all relocation and command center sites, communication devices, and support equipment as certified by the Maryland Department of Emergency Management (MDEM).
  • Ensure that there is a staffing plan that includes the appropriate departments an municipalities and that all accommodations are made for responding agencies should their presence be required (i.e., Emergency Evacuation Points, Emergency Shelters, Essential Services Centers (ESCs), Disaster Recovery Centers (DRCs), Points of Distribution (PODs), Family Assistance Centers (FACs), and reunification services).
  • Oversight for research, preparation, and submission of requests for grants for the purpose of securing state, federal or private funding for equipment or personnel to meet emergency preparedness needs.
Operations/OEO
  • Communicate with all levels of management concerning the preparations and response to emergency situations.
  • Communicate and coordinate with facility managers and contractors to ensure back-up power capacity and costs associated with back-up power provisions for communication and operation of State shelters during an emergency incident.
Emergency/Disaster Incidents
  • Plan, direct and manage the opening, operating, ongoing support and resourcing, and closure of: Emergency Evacuation Points, Emergency Shelters, Essential Services Centers (ESCs), Disaster Recovery Centers (DRCs), Points of Distribution (PODs),Family Assistance Centers (FACs), and reunification services.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree from an accredited college or university in Social Work, Psychology, Human Services, Sociology, Emergency Management, Public Health or similar closely-related major.
Experience: Two years of supervisory experience.  Two years of professional experience in disaster response, shelter work, emergency health services, armed forces, law enforcement, firefighting or similarly trained emergency response.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:
One year experience must have included on-call work, responding during nights, weekends and holidays.
One year experience with the development of policy to include plans and standard operating procedures (SOPs).
One year of experience using computer software such as Microsoft Office (Word, Excel, etc.) and Google (Docs, Sheets, etc.) to enter, edit, track, verify and report information.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
