Main Purpose of Job
To serve as the Assistant Director for Local General Administration, which includes administrative responsibility for Finance, Procurement, Information Technology and Telecommunications, Human Resources, and Central Services. In addition, this position assumes responsibility for all administrative activity required of local department by the Department of Human Services, such as serving as the liaison to local government entities for emergency response activities, local MOUs, and local infrastructure. The Assistant Director for Local General Administration is as a member of the Agency's leadership team in determining the future course of the Agency through strategic planning and other leadership activities.
POSITION DUTIES
Fiscal Operations
- Directing all Agency budget functions to ensure fiscal stability of operations.
Procurement
- Directing all procurement and purchasing functions to include preparation of solicitations, contract preparation, processing monitoring and administration.
Information Technology and Telecommunications
- Directing all Agency Information Technology and Telecommunication activities.
Human Resources
- Direct all Human Resources operations of the LDSS.
Administrative Support
- Directing all Agency administrative support services.
MINIMUM QUALIFICATIONS
Education: Bachelor's degree from an accredited college or university.
Experience: Six years of professional management experience in Finance, Procurement, Budgets, and/or Human Resources.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess:
- Two years experience in audits (fiscal audits/personnel audits/Year end close/budget).
- Two years experience in HR Management/Leadership and/or state/local government budgets.
- One Year of government procurement (developing and monitoring contracts).
- One Year of experience in State or County Financial systems (FMIS/ADPICS/R*STARS).

Limited to current State of Maryland employees.

- Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
- Annual Leave - ten (10) days of accumulated annual leave per year.
- Sick Leave - fifteen (15) days of accumulated sick leave per year.
- Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
- Holidays - State employees also celebrate at least thirteen (13) holidays per year.
- Pension - State employees earn credit towards a retirement pension.
- Positions may be eligible for telework.
