The Office of State Financial Innovation (OSFI) is seeking a Program Manager I who will lead the development, implementation, and oversight of the OSFI’s new Financial Performance Management (FPM) program. This role is responsible for enhancing financial efficiency, accountability, and transparency of the State’s financial processes and outcomes across all state agencies. The Program Manager will establish and manage the Financial Performance Management program, including policies, framework, and best practices for financial performance measurement that enables the OSFI to fulfill its mission to make data driven enterprise-wide decisions. To accomplish this mission, the Financial Performance Management Program will utilize a system and data intelligence to track financial performance across the state, develop and track performance metrics such as Key Performance Indicators (KPI’s) and value marks to measure performance, and report performance for business consumption. The Financial Performance Program Manager will work closely with state agencies and financial leaders to align performance management with statewide fiscal strategies. Will leverage financial management systems, data analytics tools, and performance dashboards to provide information to improve financial management, oversight, and transparency. This position will also oversee the development of financial performance metrics including Key Performance Indicators (KPIs), dashboards, and reports to track efficiency, effectiveness, and compliance across all state agencies and organizations.
Within OSFI, this role will work with the Maryland Accounting Academy (MDAA) to develop training programs and support resources that promotes a culture of professional development for the state staff on financial performance best practices, data-driven decision making, and continuous improvement. This role will ensure adherence to financial policies, state regulations, and best practices for performance management and reporting. They will provide continuous improvement evaluations by monitoring and assessing the State’s financial program’s effectiveness, recommending adjustments as needed to achieve financial and operation objectives. The Program Manager will be important in the OSFI’s success in driving financial performance improvements across all state agencies.
MINIMUM QUALIFICATIONS
Education: Bachelor's Degree from an accredited four-year college or university.
Experience: Five years of progressively responsible management experience in Accounting and Finance leadership positions.

DESIRED OR PREFERRED QUALIFICATIONS
- Demonstrated experience in analysis and reporting, performance measurement, planning and process improvement.
- Proficiency in Excel, Power BI and other data analysis tools. Experience in working in a government environment.
