Work that matters.  The Maryland Department of Housing and Community Development (DHCD) is a national leader in community development and affordable housing. The Just Communities Act (HB241/ SB308, signed into law in 2024) empowers DHCD’s Secretary to recommend communities impacted by segregation and discrimination to the Governor for prioritization in State funding. The implementation of the legislation is led by the Division of Just Communities (DJC), which serves as the State’s racial equity and social justice hub. As such, DJC is responsible for the design, development, and implementation of first-of-their-kind data-driven tools, such as the Just Communities designation geospatial map and Displacement Risk Tool.

This position offers a salary range of $73,957 - $89,420/year, with potential for advancement up to $119,492 based on qualifications, equity, and hiring guidelines.  Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $89,420/year

The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop. 

POSITION DUTIES

The Deputy Director position receives direct oversight from the Assistant Secretary of Just Communities to leverage and promote racial equity and social justice frameworks, tools, strategies, and approaches. The Deputy Director is responsible for directing and coordinating intra-divisional activities for the DJC, which align with the overall mission of DHCD. The Deputy Director also supports the thought leadership of DJC at the local, state, and national levels and advises the Assistant Secretary on emerging issues and topics throughout Maryland, the region, and nationally that may have relevance for righting the wrongs of the past and for reversing the legacy of divestment and disinvestment in marginalized communities. As part of DJC, this position will also provide equitable housing and community development insights and support to all Divisions within DHCD as needed under the direction of the Assistant Secretary. 

The Deputy Director will support the Assistant Secretary of Just Communities by organizing and tracking assignments, providing quality control on work products, and liaising with other divisions and teams. This position will specifically lead, supervise, and coordinate agency-wide initiatives such as the Just Communities Act Work Group, data strategies such as the Key Performance Indicators (KPIs) and Geographic Information Systems (GIS) mapping, and DJC’s external partnerships and community involvement strategy and toolkits. This position will manage subcontracted relationships with partners or vendors that have been procured to provide research, data and technical subject matter expertise to the Division, such as the Eastern Shore Regional GIS Co-operative (ESRGC), Urban Institute (UI), Urban American City (UAC), etc.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

Experience: Six years of experience working with marginalized communities and organizations to leverage and promote racial equity and social justice frameworks and data strategies, such as the Key Performance Indicators (KPIs) and Geographic Information Systems (GIS) mapping.

Notes:
1. Candidates may substitute additional administrative or professional experience as defined above on a year-for-year basis for the required education.

2. Candidates may substitute additional job-related education at a rate of thirty credit hours for each year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in setting strategy, i.e.: establishing systems, process, and guidelines; and/or exercising analysis and judgment for original, novel, or unprecedented situations leading to programmatic success
  • Experience developing metrics and tools for objectively evaluating programs, policies, and practices
  • Experience developing/deploying a strategic approach to stakeholder involvement of grasstops and grassroots leaders, grantees, and borrowers guided by racial equity and social justice principles
