Main Purpose of Job

Incumbent in this position provides high level professional, administrative and management work which involves planning, developing and directing the activities and services within the scope of established policies, procedures and applicable legal mandates for the Office of Child Support. The work involves managing, coordinating and assessing the work of staff engaged in providing an effective and efficient child support delivery system, locating non-custodial parents, establishing paternity, child support obligation, enforcing the child support order and modifying the child support order. Additionally, the incumbent supervises Staff, provides and establishes community outreach, all of which focus on the accomplishment of agency goals and objectives. Under managerial direction of the Metropolitan Director of the Child Support Administration, work is performed with a wide latitude for independent action, management discretion and judgment and is evaluated as it contributes to the efficiency and effectiveness of program goals and objectives. 

POSITION DUTIES

ADMINISTRATION 
Plans, directs, organizes, leads and coordinates the activities/operations of the Child Support Administration which include but not limited to, locating non- custodial parents, enforcing child support orders, modifying child support obligations, receiving, initiating and evaluating charges of failure and/or refusal to pay child support. 
Develops procedures, maintains sound organizational structures, improves management methods and procedures; sees to the objective use of personnel, budget and material. 
Conducts briefings with program staff on all the objectives, scope, goals and operations of the Child Support Administration. 
Provides advice to the Director and assists in identifying agency goals, establishing program priorities, and evaluating utilization of personnel and equipment toward goal fulfillment. 
Conducts research relating to current or anticipated operations, with research results directed toward improvement of organizational efficiency. 

POLICY AND RECOMMENDATION 
Assists the Director in identifying and prioritizing the goals of CSA and in allocating resources necessary to achieve those goals. 
Develops and monitors criteria for ensuring that State mandated goals are accomplished. Reviews plans for conformance to the desired goals and ensures that plans are executed in a timely manner. 

PROBLEM SOLVING 
Monitors the workflow on a daily basis and advises the Director of any problems. 
Assists with researching, investigating and resolving difficult and complex client complaints. 

SUPERVISION 
Responsible for the direct supervision of Staff, schedules, plans and reviews the work to ensure that the Units are knowledgeable of the policies and programs and that CSA provides effective and efficient child support services to all. 
Responsible for the direct supervision of the various units in the absence of the Unit Managers.
 
SPECIAL PROJECTS 
Conducts special research projects, analyzes the data and prepares reports on a variety of special projects, researches various procedures and methods, analyzes collection trends, etc.

This position is hybrid telework eligible.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor degree from an accredited four-year college or university.
Experience: Eight years of experience in administrative, professional or technical work. Three years of the required experience must have involved the supervision of other employees or exercising responsibility for program development in a child support program.
Notes:
1. Additional experience in administrative, professional or technical work may be substituted on a year-for-year basis for the required general education.
2. Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:
  • One year of professional experience in compiling and analyzing statistical data.
  • One year of experience utilizing the Child Support Management System (CSMS).
  • One year of experience within a Human Service Program.
  • One year of professional experience navigating Circuit Court Child Support processes.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave - ten (10) days of accumulated annual leave per year.
  • Sick Leave - fifteen (15) days of accumulated sick leave per year.  
  • Parental Leave - up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays - State employees also celebrate at least thirteen (13) holidays per year.  
  • Pension - State employees earn credit towards a retirement pension.
  • Positions may be eligible for telework.
