Main Purpose of Job

The Office of Healthcare Access and Workforce Development within the Office of Population Health Improvement (OPHI) aims to improve accessibility and quality of health care across Maryland by implementing programs to increase the supply of health care providers across the state, especially in rural areas and areas considered to have health professional shortages and/or medically underserved areas/ populations.

The Office of Healthcare Access and Workforce Development Director (Workforce Director) is a senior management position within the OPHI and will support the OPHI Director in managing, directing, and administering the programs of the Office of Healthcare Access and Workforce Development. This position will oversee the development, design, implementation, and ongoing oversight of state healthcare workforce and access strategies and programs. This position provides administrative direction and supervisory oversight to Office programs currently including the: Maryland State Office of Rural Health; Maryland Primary Care Office; health care workforce incentive programs that include the federally-funded State Loan Repayment Program, state-funded Maryland Loan Repayment Programs, Conrad 30 (J-1Visa Waiver) Program, Income Tax Credit for Preceptors in Areas with Health Care Workforce Shortages Programs; the Community Health Worker Certification and Training Accreditation Program; and the behavioral health workforce expansion programs. Additionally, the Director will oversee the health care workforce policy and planning activities. 

The Director is responsible for a large portfolio of programs including an annual budget of approximately $14 million and 13 employees. The Director is responsible for the State’s healthcare workforce strategy as well as the strategic direction and priority setting of the Office programs through programmatic planning, fiscal priority setting, fostering collaboration and alignment with federal and state priorities, strategic planning, and ensuring compliance with state and federal laws. 

The Director is responsible for monitoring federal and state grants, contract monitoring, and budget management associated with the programs. The Director will also work across all OPHI units to align program activities and meet MDH and OPHI mission, goals, and objectives and collaborate with other health care workforce partners both internal and external to MDH.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university, 6 years of professional health or human services experience, and at least 3 years of supervisory or managerial experience and 3 years of experience with grant and budget management and healthcare workforce development.

Additional health or human services experience can substitute for the degree at the rate of 30 credit hours for 1 years of experience.  A master's degree will substitute for 2 years of the general experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Experience with program development and management; 
  • Experience with data management and interpretation; 
  • Experience with strategic planning; and 
  • Experience in collaborating with multiple stakeholders across various sectors.
